L'O.U.A. est déjà, à elle seule, le sujet d'une recherche très fournie: plus encore lorsqu'il s'agit de faire son analyse critique et prospective comme le cas échéant. Nous nous sommes donc vu dans l'obligation d'insister, dans cette étude, sur les crises qui minent son existence de façon à faire connaitre au lecteur les problèmes de l'organisation et de dire quel avenir se dessine pour elle sous le profil d'une série de crises irrésolues. L'o.u.a. est née d'un compromis entre deux tendances : modérée et progressiste. Elle est, depuis lors, sujette à un dualisme idéologique, celui-ci menace son existence. Il s'est manifeste a la faveur des crises congolaise en 1960, nigériane en 1967 et angolaise en 1976. La première partie de notre étude est intitulée "crise larvée". Elle informe sur les moyens juridiques, politiques et diplomatiques de l'organisation, puis, sur ses difficultés à instaurer la paix en Afrique. La seconde partie, intitulée "crise accélérée", porte sur sa crise. Nous l'avons étayée en partant de deux problèmes complexes : le Tchad et le Sahara occidental. Les deux la désorientent et mettent à nu le dualisme des forces qui la composent. Le souci d'apporter plus de lumière sur son action nous a amené à évoquer l’Afrique du sud, la Namibie et les conflits frontaliers. S'agissant de l'Afrique du sud et de la Namibie, les résolutions de condamnation de l'apartheid et l'aide pour la décolonisation sont loin d'être partagées par l' O.U.A.. a ce tableau sombre, s'ajoutent les difficultés internes : guerres fratricides en Angola et au Mozambique, litiges frontaliers de l'Ogaden et de la bande d'Aouzou. La prise de conscience de cette situation justifie la troisième partie de notre travail, relative aux perspectives d'avenir de l' O.U.A. : la voie pour la nouvelle stratégie apparait clairement au regard de l'analyse des causes de l'échec de l'action de l' O.U.A..; sa restructuration au moyen d'une politique nouvelle, d'une stratégie d'intégration a prépondérance économique, et d'une idéologie authentiquement africaine.
