Sie ist durch die zunehmend unvorhersehbare Entwicklung auf dem wirtschaftlichen und sozialen Sektor gekennzeichnet. Nebenher treten konjunkturelle Schwankungen in immer kürzeren Abständen auf, und die internationale Konkurrenz, aber auch die internationale Zusammenarbeit wird immer intensiver. Auf das soziale Gefüge und auf die Märkte wirkt sich relativ hoher Arbeitslosenstand auch bei guter Konjunktur aus.1 Die Unternehmen müssen diesen sich wandelnden und stets steigenden Anforderungen unterwerfen. Wobei die Anforderungen in unterschiedlichem Ausmaße alle wichtigen Unternehmensbereiche von der Beschaffung bis zum Absatz betreffen. Zu den wichtigsten Anforderungen an ein Unternehmen gehört eine reibungslose Gestaltung des Material-, Wert- und Informationsflusses; es sind also Instrumente zu schaffen und Maßnahmen zu treffen, die diesen Fluss möglichst optimal gestalten, das geschieht u. a. mit Hilfe der Logistik. In der betriebswirtschaftlichen Literatur findet man keine einheitliche Definition der Logistik. Je nach dem Aufgabenschwerpunkt, den man der Logistik zuweist, unterscheidet sich die Definition. Versucht man eine umfassende Beschreibung des Logistikbegriffes zu finden, kann man zu folgendem Ergebnis gelangen: Logistik stellt die aus den Unternehmenszielen abgeleiteten planerischen und ausführenden Maßnahmen und Instrumente zur Gewährleistung eines optimalen Material-, Wert- und Informationsflusses im Rahmen des betrieblichen Leistungserstellungsprozesses dar, wobei sich dieser von der Beschaffung von Produktionsfaktoren und Informationen über deren Bearbeitung und Weiterleitung bis zur Distribution der erstellten Leistungen erstreckt. We contribute to the field of urban governance and globalization through an empirically-based exploration of determinants of performance of cities. We construct a preliminary worldwide database for cities, containing variables and indicators of globalization (at the country and city level), city governance, city performance (access and quality of service delivery), as well as other relevant city characteristics. This city database, encompassing hundreds of cities worldwide, integrates existing data with new data gathered for this research project. We present a very simple conceptual framework and a set of hypotheses, and then test them econometrically. The findings suggest that good governance and globalization (at both the country as well as at the city level) do matter for city-level performance in terms of access and quality of delivery of infrastructure services. We also find that globalization and good city governance are significantly related with each other. Furthermore, the evidence suggests that there are particular and complex interactions between technology choices, governance and city performance, as well as evidence of a non-linear relationship between city size and performance. We conclude pointing to the need for expanding the database and the econometric framework, as well as to more general future research directions and policy implications emerging from this initial empirical investigation in the field of governance and the city.
