August Bebel (1840-1913) was one of the towering figures of late nineteenth century European socialism and the leading figure of the German labour movement from the 1860s until his death in 1913. Born into a modest family, and a half-orphan from the age of four, his advancement to a pivotal role in the politics of Imperial Germany mirrored the success of German social democracy in this period. This book analyses the emergence of modern parties in nineteenth-century Europe and explores their connection with the slowly developing institution of democracy. The close relationship between party and democracy was established by the founders of the first modern parties who presented themselves as representatives of the people. Focusing on the ideas and practices of party founders, this book moves away from the traditional view that party formation was the result of industrialisation. It instead shows that the response of party founders was to frame and establish the modern party as an alternative to existing models of political representation, and one that was characterised by popular participation.In order to mobilize their followers, party founders gave new meaning to existing structures and developed new practices of political organization. The result was the creation of organizations that continue to shape the history of modern democracy. Exploring the foundation of three political parties: the German Social Democratic Workers’ Party (SDAP); the Dutch Anti-Revolutionary Party (ARP); and the British National Liberal Federation, the author analyses the phenomenon of innovative party formation in nineteenth-century Europe, before the democratic mass-membership party had become a widely accepted concept. Taking a transnational and comparative approach, this book illustrates the decisive role of party founders in the formation of modern democracy, making it an essential read for anyone researching the history of democracy and political parties.

“Arise Ye Wretched of the Earth” provides a fresh account of the International Working Men’s Association. Founded in London in 1864, the First International gathered trade unions, associations, co-operatives, and individual workers across Europe and the Americas. The IWMA struggled for the emancipation of labour. It organised solidarity with strikers. It took sides in major events, such as the 1871 Paris Commune. It soon appeared as a threat to European powers, which vilified and prosecuted it. Although it split up in 1872, the IWMA played a ground-breaking part in the history of working-class internationalism. Red Saxony throws new light on the reciprocal relationship between political modernization and authoritarianism in Germany over the span of six decades. Election battles were fought so fiercely in Imperial Germany because they reflected two kinds of democratization. Social democratization could not be stopped, but political democratization was opposed by many members of the German bourgeoisie. Frightened by the electoral success of the Social Democrats after 1871, anti-democrats deployed many strategies that flew in the face of electoral fairness. They battled socialists, liberals, and Jews at election time, but they also strove to rewrite the electoral rules of the game. Using a regional lens to rethink older assumptions about Germany's changing political culture, this volume focuses as much on contemporary Germans' perceptions of electoral fairness as on their experiences of voting. It devotes special attention to various semi-democratic voting systems whereby a general and equal suffrage (for the Reichstag) was combined with limited and unequal ones for local and regional parliaments. For the first time, democratization at all three tiers of governance and their reciprocal effects are considered together. Although the bourgeois face of German authoritarianism was nowhere more evident than in the Kingdom of Saxony, Red Saxony illustrates how other Germans grew to fear the spectre of democracy. Certainly twists and turns lay ahead, yet that fear made it easier for Hitler and the Nazis to win elections in the 1920s and to entomb German democracy in 1933.

This book explores the new types of political organization that emerged in Western Europe and the United States during the nineteenth century, from popular meetings to single-issue organizations and political parties. The development of these has often been used to demonstrate a movement towards democratic representation or political institutionalization. This volume challenges the idea that the development of ‘democracy’ is a story of rise and progress at all. It is rather a story of continuous but never completely satisfying attempts of interpreting the rule of the people. Taking the perspective of nineteenth-century organizers as its point of departure, this study shows that contemporaries hardly distinguished between petitioning, meeting and association. The attraction of organizing was that it promised representation, accountability and popular participation. Only in the twentieth century did parties reliable partners for the state in averting revolution, managing the unpredictable effects of universal suffrage, and reforming society. This collection analyzes them in their earliest stage, as just one of several types of civil society organizations, that did not differ that much from each other. The promise of organization, and the experiments that resulted from it, deeply impacted modern politics.
