Im Ruhrkonflikt sah sich Deutschland noch einmal als Opfer jener Sanktionspolitik, die vom französischen Ministerpräsidenten Poincaré unter Berufung auf den Versailler Vertrag vollzogen wurde. Zwei Jahre später, in Locarno, konnte Stresemann das Deutsche Reich wieder als anerkannten Partner in den Kreis der europäischen Großmächte zurückführen. Die vorliegende Studie beschreibt, wie die Reichsregierung in der Öffentlichkeit des In- und Auslands für den Wandel der internationalen Beziehungen eintrat. Dabei mußte sie gegen den Widerstand von Einstellungen und Meinungen ankämpfen, die noch aus der Zeit der Nachkriegskonflikte stammten. Aus dieser Perspektive ergeben sich neue Einsichten in das Problem, weshalb die Verständigungspolitik von Locarno nur eine Episode in der Zeit zwischen den Weltkriegen blieb.
