The speed and scale of climate change presents unique and potentially monumental security implications for individuals, future generations, international institutions and states. Long-dominant security paradigms and policies may no longer be appropriate for dealing with these new security risks of the Anthropocene. In response to this phenomenon, this book investigates how states have reacted to these new challenges and how their different understandings of the climate-security nexus might shape global actions on climate change. NGOs are seen as important actors of international relations and foreign policy by many scholars. However, such a perspective has rarely been empirically examined. This book therefore takes a look at the access granted to NGOs by the state to the planning and decision-making processes in foreign and security policy. By applying the theoretical concept of security governance, the author takes a look at frameworks such as the German Action Plan Civil Crisis Prevention, the Coordination Committee Humanitarian Aid, the Dutch PSD Network and the National Action Plan 1325. In conclusion, a comparison between Germany and the Netherlands reveals where NGOs can gain more access to foreign security policy. It eventually enables the author to argue how big or small the role of these non-state actors really is and what consequences this implies for both the empirical and theoretical side of foreign policy. The concept of soft power has caught the attention of policymakers, scholars, and political pundits for the last thirty years. Soft power studies most often focus on measures of public opinion toward a power-wielder and draw conclusions about a state’s level of soft power from that opinion. This research examines soft power influence by focusing on the elite discourse and the foreign policy decisions of states that are the target of soft power influence. Beginning with Joseph Nye’s conception that soft power is an attractive force that influences state policy decisions and its level of support for another state’s policies, Confronting the Myth of Soft Power in U.S. Foreign Policy examines whether U.S. soft power was part of key policymakers’ decision calculus. Soft power is tested against two plausible alternate explanations—balancing and state identity. Data from the discourse of key foreign policymakers in France and Germany indicate that U.S. soft power does not account for those states’ policy decisions to support U.S.-led policy interventions in Kosovo in 1999, or against ISIS in 2014. The results of this research are suggestive regarding the potential of soft power influence and its implications on scholarship and U.S. foreign policymaking.

This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. This book will be of interest to students and scholars working in European and EU politics, Russian and Soviet politics, and International Relations.
