Das Ergebnis zahlreicher und umfassender Überlegungen war Basel II. Kein anderer Begriff des Bankensektors hat in den letzten Jahren ein dermaßen großes Aufsehen auch außerhalb dieser Branche erfahren und solch immenses Interesse geweckt. Diese neuen Eigenkapitalanforderungen waren Anstoß unzähliger Diskussionen in Wirtschaft, Politik, Informationsmedien und auch in der breiten Öffentlichkeit. Das neue Regelwerk in seiner entsprechenden Komplexität und einer detaillierten Regelungstiefe wurde in seiner endgültigen Fassung im Juni 2004 verabschiedet. Damit soll ein solides Finanzsystem geschaffen werden, welches von kompetenten und insbesondere auch von solventen Banken getragen wird. Zahlreiche Banken mussten mit einer riskanten Geschäftspolitik schmerzhafte Erfahrungen machen, da sie sich nur unzureichend mit den Konsequenzen zu hoher Kreditrisiken befasst haben. Dieses neue Regelwerk soll aber nicht zu einer drastischen Reduzierung der Kreditvergabe führen, denn es ist weiterhin die Aufgabe des Bankensystems die Wirtschaft mit ausreichend Kreditmitteln zu versorgen, um in Zeiten der Globalisierung eine Wettbewerbsfähigkeit der inländischen Märkte zu gewährleisten. Die vorliegende Arbeit gibt einen überblicksweisen Einblick zur Thematik Basel II und zeigt neben dem Institutionsökonischen Ansatz im weiteren Verlauf die Auswirkungen der Kreditfinanzierung der mittelständischen Wirtschaft auf.
