The New Wars written by Herfried Münkler and has been published by Polity this book supported file pdf, txt, epub, kindle and other format this book has been release on 2005 with Political Science categories.

This important new book deals with the changing nature of war in the post-Cold War era and the emergence of new forms of warfare in which warlords, mercenaries and terrorists play an increasingly important role. In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. This book will be of important to students of political science, international relations, war and peace studies, conflict studies and peace studies. It will also appeal to the general reader with an interest in this topical subject.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

This unique handbook offers an analytical review of the education systems of all European countries, following common analytical guidelines, and highlighting the paradox that education simultaneously pursues a universal value as well as a national character. Coverage includes international student performance studies, and a comparison of education dynamics in Eastern "new Europe" with "older" western EU members. The book provides a differentiated analytical data base, and offers suggestions for further research.

Visitors have been astounded by the success of their project, a communally organised democracy which considers women’s equality indispensable, has a deep-reaching ecological policies, and rejects reactionary nationalist ideology. This form of organization, labeled democratic confederalism, is both fiercely anti-capitalist and boasts a self-defense capacity which is keeping ISIS from their gates. Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?

This book deals with the rules that are in force in Europe for juvenile offenders. The aim of the rules is to uphold the rights and safety of juvenile offenders subject to sanctions or measures and to promote their physical, mental and social well-being when subject to community sanctions or measures, or any form of deprivation of liberty. It is based on Recommendation Rec(2008)11 of the Committee of Ministers of the Council of Europe on the European Rules for juvenile offenders subject to sanctions or measures, which was adopted on 5 November 2008. The first part of the book contains the text of the recommendation and is followed by a commentary which explains in finer detail the rules and the points raised by the text. The final section provides an analysis of the national replies to a questionnaire related to the treatment of juvenile offenders. This work will be of interest to human rights scholars, researchers and students of law, criminology and international relations.
