Seit einigen Jahren sind die internationalen Beziehungen stark durch Prozesse der Globalisierung geprägt. Dieses Phänomen hat weitreichende Folgen für die Entwicklungsländer. Die Auswirkungen der Globalisierung sind in allen Bereichen der Ökonomie und Technologie, sowie an politischen Veränderungen sichtbar. Durch diese Prozesse verschärft sich auch die Polarisierung zwischen Armen und Reichen. Die wirtschaftliche Entwicklung in der Welt und die wachsende internationale Arbeitsteilung setzen einen verbesserten Ordnungsrahmen für Unternehmen und Staaten voraus. Die möglichen positiven Auswirkungen der Globalisierung sind enorm. Eine davon ist sicherlich die Zusammenführung von Menschen in aller Welt, die zu dem Eindruck führt, dass wir in einem globalen Dorf leben. Die globale Marktwirtschaft verfügt nachweislich über eine große produktive Kapazität. Richtig gelenkt kann sie einen beispiellosen materiellen Fortschritt bewirken, produktivere und bessere Arbeitsplätze für die Mehrheit der Menschen schaffen und einen wichtigen Beitrag zur Verringerung der Armut in der Welt leisten. In diesem Sinne bietet Globalisierung für Schwellenländer1 sowie für die unterentwickelte Nationen vielfältige Möglichkeiten zur Steigerung des Lebensstandards. Diese Chancen können vor allem dann genutzt werden, wenn ähnliche strukturelle Bedingungen zwischen den Ländern vorhanden sind. Dann trägt Globalisierung zur besseren Entwicklung bei. Doch faktisch verfügen nicht alle über die gleichen Ausgangsbedingungen. Gerade in den Entwicklungsländern bzw. in „Afrika südlich der Sahara“ besteht die Meinung, dass vor allem die Industrieländer von der Globalisierung profitieren. Besonders beachtenswert ist im Zuge der Globalisierung auch die Integration von Schwellenländern wie China, Malaysia und Brasilien. Diese Integration lässt vermuten, dass die überwiegende Mehrheit der Weltbevölkerung demnächst befähigt sein wird, an der Verteilung der Gewinne aus der Globalisierung teilzunehmen. Vor diesem Hintergrund muss genauer analysiert werden, inwieweit sich die Globalisierung auf Teile Afrikas südlich der Sahara bzw. auf Senegal auswirkt.

The developing world has made progress in reducing hunger since 2000. The 2015 Global Hunger Index (GHI) shows that the level of hunger in developing countries as a group has fallen by 27 percent. Yet the state of hunger in the world remains serious. This marks the tenth year that IFPRI has assessed global hunger using this multidimensional measure. This report’s GHI scores are based on a new, improved formula that replaces the child underweight indicator of previous years with child stunting and child wasting. This change reflects the latest thinking on the most suitable indicators for child undernutrition, one of three dimensions of hunger reflected in the GHI formula. Across regions and countries, GHI scores vary considerably. Regionally, the highest GHI scores, and therefore the highest hunger levels, are still found in Africa south of the Sahara and South Asia. Despite achieving the largest absolute improvements since 2000, these two regions still suffer from serious levels of hunger. Levels of hunger are alarming or serious in 52 countries. Most of the eight countries with alarming GHI scores are in Africa south of the Sahara. While no countries are classified in the extremely alarming category this year, this high level of hunger could still exist. Due to insufficient data, 2015 GHI scores could not be calculated for places that recently suffered from high levels of hunger, including Burundi, Comoros, Democratic Republic of the Congo, Eritrea, Somalia, South Sudan, and Sudan. 2015 Global Hunger Index Interactive App: http://ghi.ifpri.org

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland.
