Social housing appears to offer a solution for the housing of poor and disadvantaged people. The French "right to housing" offers poor and disadvantaged citizens priority in social housing allocation, and even a legal action against the State to obtain a social home. Despite this, France is suffering a long-lasting housing crisis with disadvantaged people having particular difficulties of access, often despite the efforts of local housing actors. This situation is affected by the European Court of Human Rights and EU decisions limiting diverse national housing and rental policies. Between historic French revolutions and the modern riots, negotiated solutions to social dilemmas emerged. Despite progress in constitutional principles, complex local negotiations still ultimately determine who is housed. Local social landlords, mayors and employee and tenant representatives use their privileges to house their insiders: existing tenants, locals and employees, with rent insufficiently subsidized. ‘Insider Outsider’ theory is used for an economic analysis of exclusion in social housing allocation: its processes, institutional context, and stigmatizing effects. This highlights the spatial effects of nimbyism, excluding disadvantaged outsiders, and concentrating them in deprived areas. Simultaneously, urban regeneration reduced affordable housing stock and ‘social mix’ became a reason to refuse a social home. History, comparative law, economic theory and local interviews with housing actors give a detailed picture of what happens in and around French social housing allocation for an interdisciplinary housing policy audience. Constitutional principles appear in an unfamiliar guise as negotiating positions, with the "right to property" supporting landlords and the "right to housing" supporting tenants. French debates about the function of social landlords are echoed across Europe and reflected in European policies concerning rights, and the exclusion of disadvantaged minorities.

Comment la justice fonctionne-t-elle aux marges frontalières d'un royaume, et plus largement comment s'y construit l'obéissance au souverain ? En ces territoires, le lien avec le souverain n'est peut-être pas le même qu'ailleurs. Voici une piste de recherche que se propose de suivre cet ouvrage en prenant pour terrain d'étude la Picardie, marge septentrionale du royaume de France sous François Ier, particulièrement menacée par le conflit franco-anglo-impérial en cette première partie du XVIe siècle. On conserve pour cette zone frontalière des archives du pardon royal aux criminels et, dans le domaine de la répression, celles d'Amiens, ville où l'échevinage exerce alors la justice. Il apparaît en ces temps troublés que la violence des Picards est tolérée par le souverain qui pardonne de très nombreux homicides en octroyant des lettres de rémission. De leur côté, les autorités amiénoises essaient de contrôler, par l'exercice d'une justice active, un ordre urbain de plus en plus ébranlé dans une conjoncture qui se dégrade. Mais par-delà le rapport entre la justice et le territoire, l'ouvrage aborde des thèmes que les sources judiciaires mettent particulièrement en valeur et qui permettent de reconstituer les comportements des hommes de la Renaissance au quotidien. Il s'agit par exemple du rapport à l'espace : aires de déplacement, lieux de sociabilité, habitat mais aussi espace-temps. À travers les manifestations de la violence homicide, on voit apparaître le thème de l'image de soi. Il s'agit tout d'abord de l'honneur, qui y tient une place importante et touche autant les vilains que les gentilshommes. On voit aussi se dessiner l'image que donnent d'eux-mêmes les Picards justiciables, celle de frontaliers en état d'alerte permanent, attachés au " pays de Picardie " et au roi de France. L'image de soi renvoie en outre à celle des autres, celle de la parenté par exemple, à la fois solidaire et conflictuelle, celle des justiciers et celle de redoutables hommes de guerre qui sillonnent alors ces marges du royaume.

Novelist Honoré de Balzac was the first to use the phrase "Paris savant" to refer to the dynamic Parisian scientific and intellectual community of the late 18th century. The Academy of Sciences was highly active during this time, and was a meeting place for intellectual and scientific elite, who worked together toward the diffusion of scientific knowledge into Parisian society. The Royal Observatory was a headquarters for French astronomy, as well as the great geodesic project to map all of France. This book is the English translation of Bruno Belhoste's Paris Savant: Encounters in Enlightenment Science, originally published in France in 2011. Belhoste discusses how the Parisian scientific community came into its important place in the French Enlightenment, focusing on the Academy of Sciences. Chapters cover subjects such as what role Parisian geography played in the movement, the contributions of French scientists to industrial and urban improvement, and how the Academy of Sciences clashed with the revolutionary crisis, resulting in its closing in 1793.
