Prevenir y reducir las pérdidas y desperdicios de alimentos es esencial para avanzar en la promoción de sistemas alimentarios sostenibles y lograr los Objetivos de Desarrollo Sostenible de la Agenda 2030. En particular, la meta 12.3 que busca reducir a la mitad las pérdidas y desperdicios de alimentos en todas las fases de la cadena productiva al año 2030. Entre las distintas estrategias adoptadas para hacer frente a esta situación, los esfuerzos normativos desplegados por los Estados revisten la mayor importancia. Con el objeto de contribuir a estos fines, el presente estudio legislativo, relativo a los avances legislativos sobre prevención y reducción de pérdidas y desperdicios de alimentos en América Latina y el Caribe, permitió constituir un repertorio regional de leyes y proyectos de ley presentados sobre la materia.El análisis de estos textos normativos ha permitido establecer un conjunto de 18 criterios de clasificación en los que se pueden organizar las diversas medidas adoptadas. Tales criterios se desarrollan a fondo en el estudio y se ilustran mediante ejemplos extraídos de la propia normativa estudiada. La información obtenida permitió sugerir recomendaciones para continuar avanzando en la lucha contra las pérdidas y desperdicios de alimentos desde el ámbito normativo.

Las dietas poco saludables se han convertido en un importante factor de riesgo de muerte en el mundo. Para abordar de manera integral las causas de todas las formas de malnutrición, es fundamental emprender transformaciones profundas de los problemas estructurales de los sistemas alimentarios. De forma conjunta con los cambios necesarios en los patrones actuales de consumo de alimentos, es vital transitar hacia sistemas alimentarios sostenibles que garanticen el acceso a dietas más saludables para toda la población; y satisfagan, en definitiva, el derecho humano a la alimentación adecuada de todas las personas. Entre la diversidad de herramientas disponibles para lograr este objetivo, la regulación juega un papel importante como parte de un conjunto de medidas necesarias para materializar la implementación de cambios a largo plazo, a favor de facilitar la transición hacia el consumo de dietas más saludables. En este sentido, se debe priorizar el derecho a una alimentación adecuada como marco legal fundamental de análisis para garantizar la seguridad alimentaria y nutricional en el contexto de sistemas alimentarios sostenibles, considerando a su vez otros elementos de los sistemas alimentarios y sus actores, sobre todo en el escenario que nos dejará la pandemia y la urgente necesidad de recuperación con transformación. Este documento revisa, en el marco legal del derecho a la alimentación adecuada, aquellas intervenciones normativas más adoptadas hasta la fecha en Argentina, Bolivia, Chile, Colombia, Ecuador, México, Perú y Uruguay, que se enfocan en mejorar el componente nutricional de los alimentos a lograr dietas más saludables.

There is mounting empirical evidence that the responsible provision and use of formal financial services have a positive impact on household well-being and enterprise performance. At the individual level, financial inclusion benefits rural households and small producers by facilitating the safe accumulation of assets, enabling them to leverage those assets in order to invest in human and physical capital, and supporting better risk management. The positive effects at the aggregate level are associated with better allocation of scarce resources among different activities. Despite recent progress on different aspects of financial inclusion in Latin America and the Caribbean, large gaps remain, especially in rural areas, which have been historically neglected by traditional providers of financial services. This book describes how these gaps have evolved recently in five countries --Costa Rica, the Dominican Republic, El Salvador, Honduras and Mexico-- that are at different stages of designing and implementing comprehensive financial inclusion strategies. Then, on the basis of a comparative analysis of the institutional architecture available, it identifies the main barriers preventing small rural producers from accessing and making effective use of the various financial services on offer, with a view to making policy recommendations for overcoming these limitations.
