Il settore energetico rappresenta la prima industria del Paese e un elemento essenziale per la sua posizione sullo scacchiere internazionale. Il partner naturale dell’Azerbaigian è l’Unione Europea, che dipende dalle importazioni energetiche molto di più dei suoi diretti concorrenti. Per i governi e le compagnie europee, diversificare le rotte di importazione e aumentare il numero di fornitori in concorrenza tra loro costituisce dunque una delle grandi priorità di politica energetica. Negli ultimi due decenni, il rapporto tra l’Azerbaigian e le controparti europee si è sempre più rafforzato, grazie alla costruzione di grandi infrastrutture di trasporto. Ultima in ordine di tempo, la decisione di costruire il gasdotto TAP, diretto in Italia e destinato a proiettare nei prossimi decenni la cooperazione economica e politica tra l’Unione Europea e l’Azerbaigian.

Azerbaijani territory is a natural point of contact between different cultures and civilizations, and his society mingled and absorbed many different influences, creating a unique and fascinating mix. La volatilità dei prezzi del metano e il rincaro di quelli elettrici sono già costati agli Stati Ue centinaia di miliardi. La crescente dipendenza dal gas made in Usa potrebbe rendere più onerosi i nostri approvvigionamenti. E non è certo che paesi già fornitori dell’Italia come Algeria e Azerbaigian possano inviarci con continuità i volumi che abbiamo smesso di importare da Gazprom. In tutto questo, la Federazione russa ha incrementato le vendite di gas alla Cina e punta a espandersi in Asia. Come si posiziona l’Italia in questo contesto? Basteranno il “Piano Mattei” di Giorgia Meloni e gli investimenti dell’Eni a coprire la nostra domanda di energia? In cerca di risposte, gli autori ripercorrono la storia dell’interdipendenza energetica tra Russia ed Europa dal periodo sovietico ai giorni nostri. Le differenze geostrategiche non hanno impedito al paese con le maggiori riserve di gas al mondo e alla più grande area di consumo di energia importata di restare in affari per decenni. Su una loro integrazione avevano scommesso Germania e Italia attraverso un modello di sviluppo basato sull’import di gas a buon mercato dalla Siberia. Ma l’aggressione all’Ucraina e la reazione americana, con la Ue allineata alla Nato, ne hanno fatto fallire i piani. Nell’era della transizione ecologica, il gas è così divenuto un’arma ancora più efficace del petrolio, di cui le grandi potenze si servono per imporre il loro predominio. Ulteriori prove di forza sono ora in corso nel Mediterraneo orientale, sulle cui scoperte di metano accampa pretese la Turchia, e nella regione artica.
