While the Azerbaijan household income and expenditure survey (HIES) data satisfy most empirical regularities expected in a typical household survey data, the unequality measures based on the data are unusually low. For example, for the latest three years for which we have data (2002-2004), the consumption Gini coefficient (the commonly used summary measure of inequality) is in the range of 16-18 percent. This is among the lowest Gini coefficients ever observed in any country, and is extremely low even with the standard of countries generally considered as most equal in the world. Azerbaijan, a transitional economy with a significant natural resource base, is unlikely to be the most equal country in the world. The objective of this paper is to investigate why inequality measures are unusually low in the Azerbaijan household survey data. The author presents a methodology for diagnosing and identifying the potential sources of low inequality in the data, including cluster analysis at the primary sampling unit level. The main inference from the findings of the cluster analysis is that the observed low inequality indices are not due to poor supervision of the interviewers and the data collection process. The author finds that the main culprits for the observed low inequality in the HIES data are (1) the low participation rates of wealthy households in the household surveys, and (2) the widespread availability of well-targeted public and private transfers.

"Poverty maps"-that is, graphic representations of spatially disaggregated estimates of welfare-are being increasingly used to geographically target scarce resources. But the development of detailed poverty maps in many low resource settings is hampered because of data constraints. Data on income or consumption are often unavailable and, where they are, direct survey estimates for small areas are likely to yield unacceptably large standard errors due to limited sample sizes. Census data offer the required level of coverage but do not generally contain the appropriate information. This has led to the development of a range of alternative methods aimed either at combining survey data with unit record data from the census to produce estimates of income or expenditure for small areas or at developing alternative welfare rankings, such as asset indices, using existing census data. This paper develops a set of poverty maps for Azerbaijan that can be used by different users. Two alternative approaches to the measurement and mapping of welfare are adopted. First, a map is derived using imputed household consumption. This involves combining information from the 2002 Household Budget Survey (HBS) with 1999 census data. Second, an alternative map is constructed using an asset index based on data from the 1999 census to produce estimates of welfare at the rayon level. This provides a unique opportunity to compare the welfare rankings obtained at the regional level under the two alternative approaches. In order to visually present the spatially disgaggregated estimates of welfare in Azerbaijan, this paper has also produced a digital census map of Azerbaijan. This involved matching the census enumeration areas to a digital settlement map of Azerbaijan. Therefore, it is now possible for the State Statistical Committee of Azerbaijan to display graphically the results of the 1999 census of Azerbaijan along with other data.

Using a nationally representative survey, this study examines the performance of social protection in Azerbaijan from the perspective of poverty reduction. Empirical evidence presented suggests that social protection programmes have an important impact on poverty alleviation. However, poverty is still widespread. The findings demonstrate that the current system of social protection has several important limitations. First, a significant proportion of the poor population is not covered by the social protection system. Second, the poor typically receive a smaller share of total benefits than the non-poor. Finally, most social transfers are too small to lift households out of poverty. The current system of social protection in Azerbaijan requires further strengthening. In particular, the government should develop and implement new social assistance programmes specifically directed towards poverty reduction.

This paper presents a comprehensive analysis of economic and social mobility in countries in the South Caucasus by complementing available household survey data in each of the countries in the subregion with other sources, such as the Life in Transition Survey (2016). The first part of the paper—concentrated on intragenerational mobility—finds that despite progress made in reducing poverty over the past decade, there appears to be a significant amount of churning around the poverty line. Moreover, in Georgia and Armenia, roughly one in eight individuals lived in a state of chronic poverty in 2015, and in the case of Georgia, chronic poverty is not an exclusive phenomenon for rural areas. In addition, although social programs have provided a lifeline for the chronic poor, the ability to tap into labor market opportunities has been the ticket out of poverty. The second part of the paper expands the analysis to intergenerational or social mobility. The main findings are that (1) a higher proportion of the population in this subregion considers their pre-transition family life and the lives of their parents when they were of similar age as appropriate benchmarks to evaluate their current economic situations in comparison with the other transition countries, and (2) over half of the Georgian and Armenian population disagreed with the statement that asked their views on having a better in life than their parents, aligning with the “growing but unhappy” trend that has been reported for the region.
