Although everyone agrees on the need to make government work better, few understand public bureaucracy sufficiently well to offer useful suggestions, either theoretical or practical. In fact, some consider bureaucratic efficiency incompatible with democratic government. Douglas Yates places the often competing aims of efficiency and democracy in historical perspective and then presents a unique and systematic theory of the politics of bureaucracy, which he illustrates with examples from recent history and from empirical research. He argues that the United States operates under a system of "bureaucratic democracy," in which governmental decisions increasingly are made in bureaucratic settings, out of the public eye. He describes the rational, selfinterested bureaucrat as a "minimaxer," who inches forward inconspicuously, gradually accumulating larger budgets and greater power, in an atmosphere of segmented pluralism, of conflict and competition, of silent politics. To make the policy process more competitive, democratic, and open, Yates calls for strategic debate among policymakers and bureaucrats and insists that bureaucrats should give a public accounting of their significant decisions rather than bury them in incremental changes. He offers concrete proposals, applicable to federal, state, and local governments, for simplifying the now-chaotic bureaucratic policymaking system and at the same time bolstering representation and openness. This is a book for all political scientists, policymakers, government officials, and concerned citizens. It may well become a classic statement on the workings of public bureaucracy.

Harold James examines the vulnerability and fragility of processes of globalization, both historically and in the present. This book applies lessons from past breakdowns of globalizationÑabove all in the Great DepressionÑto show how financial crises provoke backlashes against global integration: against the mobility of capital or goods, but also against flows of migration. By a parallel examination of the financial panics of 1929 and 1931 as well as that of 2008, he shows how banking and monetary collapses suddenly and radically alter the rules of engagement for every other type of economic activity. Increased calls for state action in countercyclical fiscal policy bring demands for trade protection. In the open economy of the twenty-first century, such calls are only viable in very large statesÑprobably only in the United States and China. By contrast, in smaller countries demand trickles out of the national container, creating jobs in other countries. The international community is thus paralyzed, and international institutions are challenged by conflicts of interest. Nothing affects the modern economy (and society) more than decisions made in the market place, especially, but not only, decisions made by consumers. Although it is not startling to suggest that decisions made in production are affected by choices consumers make, consumers have long been viewed, not only by academic economists, as individual, isolated rational actors that make or refrain from purchases purely on the basis of narrow financial considerations. Markets are not and never were morally neutral. Market relations have always had an often taken-for-granted moral underpinning. The moralization of the markets refers to the dissolution and replacement of the conventional moral underpinnings of market conduct, for example, in the music market, financial markets, and corporate governance. It further implies not only the heightened importance of new ethical precepts, but the significant change in the role of moral ideals in market behavior. These profound transformations of economic conduct are accompanied and co-determined by societal conflicts. The moralization of markets represents thus a new stage in the social evolution of markets. The book is divided into four parts, in which the twelve chapters, written by contributors from different social science disciplines, deal with the context of the moralization of the markets; the major social institutions; and present case studies that examine European and American attitudes and behavior towards tobacco and GMO; expansion of the private and ethics in business; and how workers respond to the new corporate norms.
