This book explains why the role of corruption varies greatly between public services, between people, between national systems of governance, and between measures of corruption. More than 1.8 billion people pay the price of bad government each year, by sending a bribe to a public official. In developing countries, corruption affects social services, such as health care and education, and law enforcement institutions, such as the police. When public officials do not act as bureaucrats delivering services by the book, people can try to get them by hook or by crook. The book’s analysis draws on unique evidence: a data base of sample surveys of 175,000 people in 125 countries in Africa, Asia, the Middle East, Europe, and North and South America. The authors avoid one-size-fits-all proposals for reform and instead provide measures that can be applied to particular public services to reduce or eliminate opportunities for corruption.

This study was designed to analyze the relationship between corruption and bad governance. The issue of corruption subsists in Nigeria since Political Independence in 1960 despite various reforms aimed at curbing it. Because of the extent of pyramidal corruption in Nigeria, some researchers tend to draw a link between corruption and bureaucratic rules, processes, and the political system due to overwhelming evidence of misuse of public resources for personal enrichment. Corruption characterized by the abuse of entrusted power for private gain lies at the heart of the categorization of Nigeria as the 144th most corrupt nation in the universe. Governance as the interplay of politics, public policy and ideology cannot be impeded by limited resources as people often say, but by lack of political will and sound ideas, and mostly, by pyramidal public corruption. Political will helps to build the popular trust toward democracy and lend the national anticorruption efforts additional credibility. The survey research design was used for the study. Data generated were coded, classified and analyzed using the Chi-Square statistical technique. The study found a strong positive relationship between public corruption and bad governance.

This paper investigated empirically corruption and bad governance as a threat to national economic security in Nigeria during democratic dispensation. The paper employed secondary data notably time series which was elicited from the National Bureau of Statistics (NBS), World Development Indicators (WDI) and global competitive index. The study begins by testing the stationarity property of the variables using Augmented Dickey Fuller in order to avoid obtaining a spurious regression result. Result from the stationary test revealed that all the variables are stationary at different order of integration. Result from the analysis was analyzed using ordinary least square method. The paper find out that corruption and bad governance impacted negatively and significantly to national security in Nigeria for the period under review. In the wake of this finding the paper strongly recommended that, the present government should continue and strengthen its fight against corruption in the country, this will go a long way in addressing governance morass, economic chaos, social pandemonium, political hullabaloo and security decay in the country.

In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintaining the politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

According to a 2013 World Bank report, Africa has 30 percent of the world’s minerals and proven oil reserves equivalent to 10 percent of global stock. There can be no question that corruption is like a cancer eating at the vitals of Africa, my beloved country Liberia being one of the worst affected on the continent. Using a macro panel of 31 European countries, this paper explores the hypothesis that cross-country differences in the exposition to the risk of poverty or social exclusion (as defined by the Europe 2020 anti-poverty strategy) are strongly affected by countries' political, institutional and legal characteristics and particularly by the level of perceived corruption in the public and political sectors. As expected, the results show that economic growth, income distribution, public expenditure and investment, as well as education but not technical development, have strong effects on poverty reduction. This notwithstanding, results indicate that corruption and poor institutional quality significantly interact with economic cofactors and threaten the positive effects of growth on poverty. Altogether, the results signal the need for reassessment of the Euro 2020 strategy, which mainly relies on economic instruments alone.
