Norma-norma hukum yang dibentuk dan digunakan mengatur aspek kelembagaan dan kegiatan usaha dari BMT memperlihatkan adanya percampuran antara norma-norma yang terdapat dalam hukum Islam dan Fatwa MUI, norma-norma dalam hukum positif yang berasal dari barat. Adanya persamaan dari BMTY-BMT tersebut, menunjukkan kemampuan PINBUK sebagai sebuah blok historis yang merepresentasikan hubungan resiprokal antarwilayah aktivitas politis, aktivitas ekonomi, serta wilayah aktivitas etik dan ideologi, telah dapat membangun gerakan kontra hegemoni di lingkungannya, yang meskipun telah melampaui fase korporasi, tetapi belum dapat mencapai fase hegemoni. sedangkan adanya perbedaan-perbedaan dari BMT-BMT tersebut, disebabkan karena adanya perbedaan proses penetrasi kultural dalam gerakan kontra hegemoni yang terjadi. Adanya proses penetrasi kultural tersebut sebagai konsekuensi terdapatnya kemerdekaan dari para pendiri dan pengelola BMT dalam memelihara ideologinya sendiri, serta kemampuan untuk mengartikan kesadaran mereka sendiri.
