Rauch graduated from the University of Tartu with a degree in history in 1927, leaving for Germany in 1939. Recent developments have produced fundamental and far-reaching changes in the sovereignties bordering the semi-enclosed area of the Baltic Sea. This book presents a comprehensive and balanced codification of issues and views, focusing on new developments in the Baltic Sea Area with specific reference to the UNCLOS 1982 Convention, the particular marine uses of the Baltic Sea, and national views and interests of the bordering states and third parties. It deals with matters such as the Kiel Canal, delimitation, dispute settlement and navigation, shipping, the ecosystem, fisheries, and scientific research. "The Baltic Sea" is the outcome of a European Workshop on the Law of the Sea co-sponsored by the Law of the Sea Institute (University of Hawaii), the William S. Richardson School of Law (University of Hawaii) and the Stiftung Wissenschaft und Politik (Research Institute for International Affairs) in Ebenhausen (Germany). This workshop is the first in a series designed to illuminate major issues in ocean law and policy which require attention on the national, regional, and global levels. This book provides a useful basis for the consideration and further discussion of those interested in the sea and the environment, helping academics and policy-makers alike not only ascertain but also understand objectives and concerns underlying the states of the region and the reaction of other states and the international community as a whole.

Accompanying the gradual systematization of government and modernization of society in Russia during the reforms of the 1860s was a policy of Russification toward Finland and the Baltic provinces of Estland, Livland, and Kurland. From a variety of group and national perspectives, five scholars here depict the formulation, implementation, and effect of this policy. Originally published in 1981. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press. The little-known campaign to save Latvian and Estonian independence: "Anyone interested in naval operations is likely to find some useful food for thought.” —StrategyPage For most participants, the First World War ended on November 11, 1918. But Britain’s Royal Navy found itself, after four years of slaughter and war weariness, fighting a fierce and brutal battle in the Baltic Sea against Bolshevik Russia in an attempt to protect the fragile independence of the newly liberated states of Estonia and Latvia. This book describes the events of those two years when Royal Navy ships and men, under the command of Rear Admiral Walter Cowan, found themselves in a maelstrom of chaos and conflicting loyalties, and facing multiple opponents—the communist forces of the Red Army and Navy, led by Leon Trotsky; the gangs of freebooting German soldiers, the Freikorps, intent on keeping the Baltic states under German domination; and the White Russian forces, bent on retaking Petrograd and rebuilding the Russian Empire. During this hard-fought campaign there were successes on both sides. For example, the Royal Navy captured two destroyers that were given to the Estonians; but the submarine L-55 was sunk by Russian warships, lost with all hands. Seeking revenge in a daring sequence of attacks and using small coastal motor boats, the RN sank the cruiser Oleg and badly damaged two Russian battleships. Today few people are aware of this exhausting campaign and the sacrifices made by Royal Navy sailors, but this book retells their exciting but forgotten stories and, using much firsthand testimony, bring back to life the critical naval operations that prevented the retaking of the new Baltic countries that Churchill saw as an essential shield against the encroachment of the Bolsheviks into Europe—and resulted in an uneasy peace that would prevail until 1939.

An account of one family’s displacement and the tragic history of twentieth-century Latvia, Lithuania, and Estonia: “Deeply moving.” —Los Angeles Times Winner of the Pearson Prize for Nonfiction The immense cataclysm of World War II devastated the Baltic republics of Lithuania, Latvia, and Estonia, sending many of their inhabitants to the ends of the earth. Part history, part autobiography, Walking Since Daybreak tells the tragic story of the Baltic nations before, during, and after the war. Personal stories of the survival or destruction of Modris Eksteins’s family members lend an intimate dimension to this vast narrative of those who have surged back and forth across the lowlands bordering the Baltic Sea. In the tradition of books that redefine our historical understanding, such as Huizinga’s The Waning of the Middle Ages and Burckhardt’s The Renaissance in Italy, Eksteins’s narrative is a haunting portrait of national loss and the struggle of a displaced family caught in the maw of history. “An authoritative and moving mélange . . . of historical analysis, family legend, and memoir.” —The Boston Globe “Eksteins has astutely and thrillingly braided together the tortured history of modern Latvia, his own personal story of being born there in 1943 . . . and the fate of his family as they (and countless millions) made their way to and through the refugee camps of postwar Europe.” —The Washington Post Book World “This unconventional account of the fate of the Baltic nations is also an important reassessment of WWII and its outcome . . . the pivotal character is Eksteins’s maternal great-grandmother Grieta. The tale of this Latvian chambermaid, made pregnant and then rejected by her Baltic-German baron, serves as a mirror of Latvian-German relations over the centuries. In addition, the family history opens up the subject of displacement . . . and the struggle and hope of the immigrant experience.” —Kirkus Reviews
