During the 1980s and 1990s, financial sectors were the Achilles heel of economic development in Latin America and the Caribbean (LAC). Since then, these sectors have grown and deepened, becoming more integrated and competitive, with new actors, markets, and instruments springing up and financial inclusion broadening. This book defends the idea that there are significant structural and institutional differences between the countries in Latin America. Building off the results of a four-year research project, Bizberg argues against the idea that in Latin America there is one single type of capitalism—a hierarchical one—that is entangled in a vicious cycle. Rather, there are clusters of countries that have had similar historical trajectories, analogous structures, or comparable reactions to changes to the world economy, but have not all followed the same mode of development. Just as analysts have found a variety of capitalisms in developed countries, it is possible to identify the emergence of different types of capitalism in Latin America since the 1980s debt crisis. These varieties of capitalism are defined according to categories—including the articulation to the world economy, the role of the State, the structure of the political system and the action of civil society—which give rise to distinct wage relations, comprising the industrial relations system and the welfare regime.

La Banca pública en América Latina ha tenido un papel preponderante en el desarrollo económico de la región. Ha sido el pilar del modelo de desarrollo de "sustitución de importaciones" a lo largo de varias décadas desde la gran depresión hasta la crisis de la deuda externa del sector público [Girón y Correa, 1996]. Posteriormente, a partir del proceso de privatización de los bancos y la apertura financiera las entidades de bancos del sector público disminuyeron fuertemente [Levy, Micco y Panizza, 2005]. No obstante, hoy quedan pocos bancos públicos que siguen dirigiendo y acompañando las necesidades prioritarias del financiamiento al desarrollo como el Banco de la Nación en Argentina y el Banco Nacional de Desarrollo Económico ocial (BNDE) de Brasil. La "eficiencia" y la "rentabilidad" financiera pasaron a ser el nuevoparadigma para el financiamiento del desarrollo durante los años noventa. Nuestra hipótesis central en el presente trabajo es que las transformaciones de la Banca pública y de la Banca de desarrollo sólo se perciben en el transcurso de la financiarización expresada como el proceso donde la rentabilidad del capital financiero mediante la innovación financiera sobrepasa las operaciones del sistema financiero basado en intermediarios financieros no bancarios. A nivel microeconómico la expresión de la financiarizacion se expresó, igualmente, en la Banca social auspiciada por intermediarios no financieros cuya rentabilidad mediante las microfinanzas expresan la crisis del financiamiento del desarrollo. En este proceso tan complejo nos interesa abocamos a la Bancade desarrollo como una alternativa a la crisis de la financiarizacion enfatizando el papel del Estado y del banco central como garante del financiamiento para el desarro11o.

Productive transformation requires seizing the opportunities available and opening new ones in a competitive world. Rethinking Productive Development examines the market failures impeding transformation and the government failures that may make the policy remedies worse than the market illness. To address market failures, the authors propose a simple conceptual framework based on the scope and nature of the policy approach. They then systematically analyze country policies through this lens in key areas such as innovation, new firms, financing, human capital, and internationalization to show the power of this way of thinking. Still, the book warns that policymakers cannot be sure what the right policy interventions are and must set up a process to discover them that calls for public-private collaboration. Recognizing that the risk of capture needs to be checked and that even the best policies will fail without the technical, organizational, and political capacity to implement them, the book concludes with ideas on how to design institutions fostering the right incentives and how to grow public sector capabilities over time.
