This paper revisits the 1955 Bandung Conference in an effort to identify and evaluate the legacy of Bandung for the international political economy. James Mayall interpreted the I Bandung movement as a revisionist alliance that sought to restructure international society, most notably through the principle of non-alignment. This paper argues that the 1955 Bandung Conference sowed the seeds for revisioning international society in two further ways. Bandung's call for equitable representation in international decision-making for newly independent states was essentially a call to take seriously international justice principles, particularly that of procedural justice, in the management of world affairs. Bandung participants also articulated an alternative set of principles for inter-state engagement that emphasised dialogue and accommodation, collective problem-solving and the search for consensus or compromise, principles that were regarded as more suited to the increasingly plural international society of states following decolonisation, and a necessary alternative to the power politics and coercion that had been the basis of colonialism and that threatened to dominate international relations in a world of superpower bloc politics. Fifty years on, these principles remain salient. Procedural justice remains curtailed for developing states, particularly in the key institutions of global economic governance, while the emergence of a range of justice claims articulated by a wider cast of actors beyond states has not led to the emergence of a genuine 'world society' based on a consensus of values. By drawing on insights from the English School of International Relations and Jurgen Habermas's theory of communicative action, the paper suggests that Bandung's endorsement of dialogue over coercion and confrontation may be the best option to reach a reasoned consensus on values, agendas and in problem-solving. Although existing power disparities will continue to intrude, dialogue processes merit greater attention as a necessary (though not sufficient) step in negotiations. In the end, Bandung's lasting legacy for a plural world, yet one that is fast integrating, could well be its endorsement of deliberative politics.

The Bandung Conference was the seminal event of the twentieth century that announced, envisaged and mobilized for the prospect of a decolonial global order. It was the first meeting of Asian and African states, most of which were newly independent, to promote Afro-Asian economic and cultural cooperation and to oppose colonialism or neocolonialism by any nation. This book focuses on Bandung not only as a political and institutional platform, but also as a cultural and spiritual moment, in which formerly colonized peoples came together as global subjects who, with multiple entanglements and aspirations, co-imagined and deliberated on a just settlement to the colonial global order. It conceives of Bandung not just as a concrete political moment but also as an affective touchstone for inquiring into the meaning of the decolonial project more generally. In sum, the book attends to what remains woefully under-studied: Bandung as the enunciation of a different globalism, an alternative web of relationships across multiple borders, and an-other archive of sensibilities, desires as well as fears.

From climate change, debt, and refugee crises to energy security, environmental disasters, and terrorism, the events that lead nightly newscasts and drive public policy demand a global perspective. In the twentieth century the world sought solutions through formal institutions of international governance such as the United Nations, the International Criminal Court, and the World Bank, but present-day responses to global realities are often more provisional, improvisational, and contingent. Tracing this uneven history in order to identify principal actors, contesting ideologies, and competing rhetoric, Negative Cosmopolitanism challenges the Kantian ideal of cosmopolitanism as the precondition for a perpetual global peace. Using newly declassified documents from Serbian, British, Indian, Chinese, Myanmar, U.S., and Soviet archives, Non-Aligned Movement Summits shows how the Non-Aligned Movement (NAM) gradually evolved into the third force of Cold War politics, enveloping most of the post-colonial and non-bloc world. Jovan Cavoški follows the evolution of the NAM through its summits and other gatherings, during which major political decisions pertaining to the destiny of the Third World were made. These events were scrutinized by all major powers and had a corresponding effect on their policies. From the Belgrade Conference in 1961 until 1989, all major Third World and non-bloc nations met to demonstrate to the Eastern and Western Blocs that they were independent, active and respected participants in world affairs. Cavoški shows how these summits were also closely related to events occurring in the relationship between the two blocs, providing opportunities for non-bloc actors to influence the global balance of power. By moving the focus of 20th-century international history away from the bloc nations, and instead giving developing nations in Africa and Asia due attention, this book provides a fresh perspective on Cold War history and fills a significant gap in the literature. It is an important study for all students and scholars of the Cold War and international history.
