The European sovereign debt crisis has revealed severe flaws in the design of the internal market. Both, private and public borrowers had incentives for excessive borrowing, which have been created by deficits in the regulatory structure of financial markets. Capital requirements for banks were too low and had procyclical effects (Favara and Ratnovski 2012). Supervision has been ineffective with regard to containing the build-up of risks in banks' balance sheets. Common monetary policy in the Euro Area has not been accompanied by the transfer of authority to supervise and restructure banks which has, in turn, created incentives to shift risks to the European level. Risks of banks and states have become dangerously intertwined. Proposals for a banking union aim at correcting these deficits. In principle, a banking union is a necessary complement to other elements of the internal market. In an integrated capital market, banking distress in one country can have negative externalities for the stability of financial systems in other countries. Such risks are even more pronounced if other countries are affected through a common monetary policy. The banking union currently being discussed has three elements (President of the European Council 2012): banking supervision at the European level, a European authority for bank restructuring and resolution financed by a bank resolution fund, and a European deposit insurance fund. So far, concrete proposals have been made for the establishment of a Single Supervisory Mechanism only. However, a banking union is a long-term project. It is not the key to a solution to the acute problems in Europe's banking sectors (Buch and Weigert 2012, GCEE 2012a).

These small loans are provided to people who wouldn’t normally have access to the conventional banking system. No collateral or legal agreement is required for those wishing to take out these small loans. Instead, lending is based on a system of mutual trust and accountability. The system of borrowing and lending is administered in a very different way from normal banks. Grameen looks to work with its clients and let them determine their repayment plans and help them should they have problems in meeting these. Surprisingly, the loan repayment rate is very high, even without formal agreements in place. The founder of the Grameen Bank, Professor Muhammad Yunus, believes that providing poor people, especially poor women, with credit can actually be an effective weapon in combating poverty and a tool for enabling socio-economic development. Conventional banking has tended to focus on men, but Grameen gives high priority to female borrowers, arguing that it empowers them and enhances their status in society. On the organization’s website, Professor Yunus states that, “these millions of small people with their millions of small pursuits can add up to create the biggest development wonder”.

Inequality of opportunity, both within and among nations, sustains extreme deprivation, results in wasted human potential and often weakens prospects for overall prosperity and economic growth, concludes the 2006 World Development Report. To correct this situation and reduce poverty more effectively, Equity and Development recommends ensuring more equitable access by the poor to health care, education, jobs, capital, and secure land rights, among others. It also calls for greater equality of access to political freedoms and political power, breaking down stereotyping and discrimination, and improving access by the poor to justice systems and infrastructure. To level the playing field among countries, and thereby reduce global inequities that hurt the poor in developing countries, the report calls for removal of trade barriers in rich countries, flexibility to allow greater in-migration of lower-skilled people from developing countries, and increased -- and more effective -- development assistance.

This year, the workshop examined the conceptual foundation of the workshop sessions by discussing the definition of equity itself. What do we mean by equity, and how does equity differ from equality? Whereas equity is commonly associated positively with impartiality and justice, economists understand equality as an idealistic and unattainable goal often linked to socialism and communism. The terminological twins equity/equality, however, can be conceptualized in highly diverging ways with different consequences for development strategy. The discussions throughout the workshop mirror the controversial positions of international discourse on the topic. Through the varying dimensions of these terms, discussions focused on the different responsibilities for political action such terms entail. For example, whereas equality in outcome implies an egalitarian perspective, economic studies on inequality in outcome mostly take into account the results of actions and conditions such as unequal incomes. Session I, on what is equity, and, what is the role for governments in the promotion of equity, further discussed how does this role differ between developed and developing countries. Nonetheless, it was suggested that before operationalizing and measuring inequity, the concept itself has to be clarified, and, further arguments indicated that one future challenge for development policy is precisely to combine growth-promoting policies with policies that assure that the poor can fully participate in the opportunities that growth offers. Session II, on equity-enhancing social transformation and historical evidence from European and Transition Countries, focus on policies that impact equity. Session III, on building efficient welfare states and lessons learnt, discussed the task of formulating policies that foster both efficiency and equitable social welfare, while Session IV, on international inequalities and what can be done to reduce them, focuses on the global level, contrary to Session III which concentrated on equity issues at the national level. Finally, Session V, on what will greater integration mean for inequalities between and within the richer and poorer countries of the New Europe, draws a very differentiated picture. Conclusions outlined key issues that need to be addressed, noting the importance of carefully analyzing different redistributive instruments with respect to their effects on growth and efficiency, and vice versa.

Hat die Anzahl der neuen Nutzer eine kritische Masse erreicht, wird der Prozess der Neuordnung nicht mehr linear und stetig, sondern sprunghaft und exponentiell verlaufen. D. h., der Prozess der Systemänderungen gewinnt ab einem gewissen Punkt an kaum mehr zu steuernder Eigendynamik. Angesicht der Ineffizienz des bestehenden Bankensystems und der ökonomischen Überlegenheit der webbasierten Alternativen scheint es nur eine Frage der Zeit zu sein, wann ein Systemwechsel im Bankgeschäft erfolgt.
