World Bank Discussion Paper 244. Although many studies have analyzed the gender gap in primary and secondary education in developing countries, this study is one of the few that analyzes the gap at the tertiary, or university level. The authors track the patterns in women's access to and achievement in higher education, including student enrollment and access to faculty and administrative positions. The study also identifies successful strategies and measures for reducing the gender gap. Two issues are examined in this paper. Part I reviews how women have fared in the wake of expanded tertiary enrollments over the past three decades. Despite evidence proving the importance of women's access to higher education for economic growth, a pervasive gap remains, especially in Sub-Saharan Africa, the Middle East, and South Asia. The second part examines the World Bank's experience in projects designed to improve women's experience in higher education. The extent and severity of constraints varied across regions. Results are limited and many projects are still in progress. The findings suggest that countries with low per capita income levels and difficult social settings for women may have the greatest barriers to female participation. Even where social constraints are less severe, the programs for improving female education must respond to the demands of the labor market.

The World Bank is changing the way it does business in the energy sector. This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the "public monopoly" approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. The efficiency of production and use of electric power in developing countries is examined in a companion paper, Energy Efficiency and Conservation in the Developing World: The World Banks Role . This paper assesses the role of bank and nonbank financial institutions’ balance sheet foreign exposures and risk management practices in driving capital flow responses to global risk. Using a unique and previously unexplored dataset on domestic and cross border balance sheet positions of financial institutions collected by the IMF, we show that the response of overall capital flows to global risk shocks is associated with the on-balance sheet foreign exposures of nonbanks, but not with that of banks. A possible interpretation is that risk-averse and dynamically optimizing nonbanks reduce their foreign risk exposure when global risk perceptions increase, leading to capital flows, while banks tend to be hedged against these risks off balance sheet. In advanced countries, the findings suggest that nonbank portfolio adjustment to changing risk conditions may take place through derivatives transactions with banks, the hedging practices of which trigger bank related capital flows rather than portfolio flows.
