The German planning process for the 1941 Invasion of Soviet Russia Is analyzed through the presentation of the major plans developed from July 1940 until June 1941. The final plan is then critiqued within the context of the applicable Principles of War. The planning process was characterized by significant disagreements between Hitler, the German High Command and the Army High Command. The major points of contention relate to the selection of primary objectives and force deployment patterns. A set of conclusions is presented which argues that the planning process was faulty due to a number of assumptions which were generally held by the officers who were involved in the process.

This monograph examines Soviet operational centers of gravity during Operation Barbarossa, the German invasion of the Soviet Union in 1941. Specifically, the examination focuses in two areas: (1) German planning for Operation Barbarossa; (2) the operational objectives selected for the second phase of the campaign. The second phase was selected because it was during this phase that the focus of the German military effort became diverse. Two competing strategies within the German political and military command structure caused this. While political-ideological and economic factors influenced one, purely military concerns influenced the other. In the end, the Germans diluted combat power in phase two towards three operational objectives: Moscow, Leningrad, and the Ukraine. Thus, the research question for this monograph is: Which, if any, of the German operational objectives for the second phase of the campaign were also Soviet operational centers of gravity? The analysis of operational objectives uses Colonel William Mendel’s and Colonel Lamar Tooke’s analytical model called “Operational Logic: Selecting the Center of Gravity.” Potential centers of gravity are analyzed using a validity and a feasibility test. This monograph concludes that Moscow was the operational center of gravity for the campaign by virtue of its direct and intrinsic relationship to the strategic center of gravity—the Soviet Military.

This American Department of the Army publication is important to any study of the German campaign in Russia because it is one of the German Report Series which was issued after the Second World War, written by the German officers who had the most knowledge of the campaign. The publication looks above all at the planning for Operation Barbarossa in detail. The first discussions of July 1940, when Hitler ordered the German General Staff to prepare plans for the operation was followed by the genesis of a number of ideas for its execution. The Operations Order of February 1941 was followed by a number of changes. This led to the movement of the necessary troops to the east, and the strategic concentration of air and land elements prior to the attack. All of this is described in detail in the book. Operations are then shown in detail, with supporting maps, and the treatment is chronological. The halt before Moscow, and the indecision of 1942 is shown to have been the basis for the subsequent failure of the whole war against Russia. The effects of the Russian winter counter attack in 1942, the German summer offensive, the stagnation in the autumn of 1942 and the lead up to the Stalingrad debacle are all described in detail. The book is illustrated with a number of charts and 17 situation and planning maps. This publication is fundamental to a study of Operation Barbarossa partly because it sets the scene so well, and also because the failings of 1941 and 1942 are shown to be building into a cumulative disaster from which the German Army was unable to recover.

The most significant fault with Operation Barbarossa, the German plan for the invasion of the Soviet Union in 1941, was Hitler's failure to identify Moscow as the enemy's strategic center of gravity. The absence of a well defined center of gravity precluded operational commanders from focusing their efforts toward an attainable and decisive strategic objective. As such, the ability of these commanders to masterfully apply the key elements of operational warfare could not overcome the inherent problems related to the initial absence of this objective. Those problems included indecisiveness, delay, and the expenditure of resources on important, yet secondary operational objectives. This ultimately caused Army Group Center to reach culmination before Moscow could be captured. In effect, elements of Army Group Center had been highly successful at winning major battles at Minsk, Smolensk, Kiev, Bryansk, and Vyazma- but had been drained of the requisite combat power to win the battle that would have won the war. An alternative proposal for the operation is suggested by the author.
