Ensayo del año 2016 en eltema Ingeniería - Técnica de la seguridad, Universidad de Chile, Idioma: Español, Resumen: La vorágine de la modernización sumada al desarrollo de nuevas tecnologías en las últimas décadas, ha permitido a nuestro país acceder a vehículos terrestres cada vez más veloces, de diversos tamaños e internamente más seguros. El avance tecnológico de estos vehículos no ha ido aparejado a la infraestructura donde transcurren los desplazamientos, mucho menos con la capacidad y responsabilidad de los conductores en materias de tránsito, o el conocimiento de los peatones y pasajeros de las conductas viales que deben cumplir. En Chile, desde la década del 90 se constata que los accidentes de tránsito en el país van en aumento, así como el número de muertos, lesionados y daños materiales que ellos producen. El número de personas fallecidas anualmente no ha bajado de los mil seiscientos muertos desde 1991 (CONASET, 2016). El costo en vidas humanas que suponen los accidentes de tránsito ha exigido el planteamiento de políticas activas por parte de la Unión Europea, la OCDE y el Banco Mundial bajo el principio del derecho de los ciudadanos a trasladarse por los distintos tipos de vías públicas bajo condiciones que garanticen un desplazamiento adecuado y seguro con el mínimo impacto ambiental posible, en el que todos, tanto los ciudadanos como los agentes implicados tienen su responsabilidad. La Organización Mundial de la Salud (OMS) dio a conocer, el año 2015, un informe señalando que de los 34 países que integran la OCDE, Chile es el que tiene la mayor tasa de muertos en accidentes viales. En la Municipalidad de Santiago se destaca la creación de una “Política Integral de Movilidad” de la comuna. Debido a la falta de recursos asignados, se debe destacar la eficacia en canalizar programas estatales, principalmente de ciclo vías y mejoramiento de vías exclusivas de transporte público. En este estudio se evaluara dicha política de forma somera desde un punto de vista técnico, pero crítico de falencias evidentes. Además a fin mantener un enfoque en la seguridad vial se presentarán algunas recomendaciones técnicas y prácticas de mejoramiento urbano. Sumado a lo anterior se analizaran las distintas evidencias estadísticas que sustentan un enfoque hacia una movilidad urbana segura y centrada en el peatón y otros modos de transporte vulnerables. Finalmente se pretende sacar las mejores conclusiones que sirvan de base para un plan o estrategia de seguridad vial y movilidad urbana sostenible para la comuna de Santiago.
