At the FBI, the “Sex Deviates” program covered a lot of ground, literally; at its peak, J. Edgar Hoover’s notorious “Sex Deviates” file encompassed nearly 99 cubic feet or more than 330,000 pages of information. In 1977–1978 these files were destroyed—and it would seem that four decades of the FBI’s dirty secrets went up in smoke. But in a remarkable feat of investigative research, synthesis, and scholarly detective work, Douglas M. Charles manages to fill in the yawning blanks in the bureau’s history of systematic (some would say obsessive) interest in the lives of gay and lesbian Americans in the twentieth century. His book, Hoover’s War on Gays, is the first to fully expose the extraordinary invasion of US citizens’ privacy perpetrated on a historic scale by an institution tasked with protecting American life. For much of the twentieth century, when exposure might mean nothing short of ruin, gay American men and women had much to fear from law enforcement of every kind—but none so much as the FBI, with its inexhaustible federal resources, connections, and its carefully crafted reputation for ethical, by-the-book operations. What Hoover’s War on Gays reveals, rather, is the FBI’s distinctly unethical, off-the-books long-term targeting of gay men and women and their organizations under cover of “official” rationale—such as suspicion of criminal activity or vulnerability to blackmail and influence. The book offers a wide-scale view of this policy and practice, from a notorious child kidnapping and murder of the 1930s (ostensibly by a sexual predator with homosexual tendencies), educating the public about the threat of “deviates,” through WWII’s security concerns about homosexuals who might be compromised by the enemy, to the Cold War’s “Lavender Scare” when any and all gays working for the US government shared the fate of suspected Communist sympathizers. Charles’s work also details paradoxical ways in which these incursions conjured counterefforts—like the Mattachine Society; ONE, Inc.; and the Daughters of Bilitis—aimed at protecting and serving the interests of postwar gay culture. In 1951, a new type of publication appeared on newsstands—the physique magazine produced by and for gay men. For many men growing up in the 1950s and 1960s, these magazines and their images and illustrations of nearly naked men, as well as articles, letters from readers, and advertisements, served as an initiation into gay culture. The publishers behind them were part of a wider world of “physique entrepreneurs”: men as well as women who ran photography studios, mail-order catalogs, pen-pal services, book clubs, and niche advertising for gay audiences. Such businesses have often been seen as peripheral to the gay political movement. In this book, David K. Johnson shows how gay commerce was not a byproduct but rather an important catalyst for the gay rights movement. Offering a vivid look into the lives of physique entrepreneurs and their customers, and presenting a wealth of illustrations, Buying Gay explores the connections—and tensions—between the market and the movement. With circulation rates many times higher than the openly political “homophile” magazines, physique magazines were the largest gay media outlets of their time. A history of San Francisco that studies change in the postwar urban landscape in relation to the city's queer culture. The City Aroused is a lively history of urban development and its influence on queer political identity in postwar San Francisco. By reconstructing the planning and queer history of waterfront drinking establishments, Damon Scott shows that urban renewal was a catalyst for community organizing among racially diverse operators and patrons with far-reaching implications for the national gay rights movement. Following the exclusion of suspected homosexuals from the maritime trades in West Coast ports in the early 1950s, seamen’s hangouts in the city came to resemble gay bars. Local officials responded by containing the influx of gay men to a strip of bars on the central waterfront while also making plans to raze and rebuild the area. This practice ended when city redevelopment officials began acquiring land in the early 1960s. Aided by law enforcement, they put these queer social clubs out of business, replacing them with heteronormative, desexualized land uses that served larger postwar urban development goals. Scott argues that this shift from queer containment to displacement aroused a collective response among gay and transgender drinking publics who united in solidarity to secure a place in the rapidly changing urban landscape.

Advocates representing historically disadvantaged groups have long understood the need for strong public relations, effective fundraising, and robust channels of communication with the communities that they serve. Yet the neoliberal era and its infusion of money into the political arena have deepened these imperatives, thus adding new financial hurdles to the long list of obstacles facing minority communities. To respond to these challenges, a professionalized, nonprofit model of political advocacy has steadily gained traction. In many cases, advocacy organizations sought to harness and redirect the radical verve that characterized the protest movements of the 1960s into pragmatic, state-sanctioned approaches to political engagement. In Political Advocacy and Its Interested Citizens, Matthew Dean Hindman looks at how and why contemporary political advocacy groups have transformed social movements and their participants. Looking to LGBT political movements as an exemplary case study, Hindman explores the advocacy explosion in the United States and its impact on how advocates encourage citizens to understand their role in the political process. He argues that current advocacy groups encourage members of the LGBT community to view themselves as stakeholders in a common struggle for political incorporation. In doing so, however, they often overshadow more imaginative and transformational approaches that could unsettle and challenge straight society and its prevailing political and sexual norms. Advocacy groups carved out a space within a neoliberalizing political process that enabled them to instruct their members, followers, and constituents on serving effectively as industrious political claimants.
