Smiles Der vorliegende Report steht unter dem oben genannten Leitspruch von Samules Smiles (1812 – 1904), der als englischer Arzt, Biograph und Sozialreformer bereits früh die Bedeutung guter Beispiele erkannt hat. Erfolgreiche Beispiele aus den Betrieben bergen nicht nur viele gute Ideen, sondern sie motivieren auch für einen modernen Arbeitsschutz. Dieser vermeidet nicht nur Arbeitsunfälle und Berufskrankheiten, er hilft auch, den betrieblichen Erfolg des Unternehmens zu sichern. So tragen Maßnahmen zu Sicherheit und Gesundheit dazu bei, Fehlzeiten der Arbeitnehmer zu verringern, erhöhen zusätzlich die Zufriedenheit und verbessern damit das Klima und die Kooperationsbereitschaft im Betrieb. Diese positiven Effekte steigern die Flexibilität der Unternehmen, verbessern die Qualität, verringern den Ausschuss und führen insgesamt zu Verbesserungsvorschlägen weit über Arbeitsschutzmaßnahmen hinaus. Eine internationale Studie konnte zeigen, dass jeder in Maßnahmen zu Sicherheit und Gesundheit investierte Euro als Ertrag 2,20 Euro bringt. In Zeiten einer alternden Erwerbsbevölkerung beugt der Arbeitsschutz ebenfalls dem Fachkräftmangel vor. Diese Erkenntnis hat dazu geführt, dass seit 2009 unter dem gemeinsamen Dach des Bundesministeriums für Arbeit und Soziales (BMAS), des Länderausschusses für Arbeitsschutz und Sicherheitstechnik (LASI) und der Deutschen Gesetzlichen Unfallversicherung (DGUV) der Deutsche Arbeitsschutzpreis als Teil der Gemeinsamen Arbeitsschutzstrategie im zweijährigen Rhythmus ausgeschrieben wird. Von 144 Einsendungen wurden 2009 neun Einsendungen nominiert und fünf Einsendungen prämiert. In den Jahren 2011 und 2013 beteiligten sich sogar 202 bzw. 193 Firmen, von denen elf bzw. zwölf nominiert und vier bzw. fünf ausgezeichnet wurden. Die Zahlen zeigen, dass von vielen guten Einsendungen leider nur sehr wenige Beispiele guter Praxis über den Deutschen Arbeitsschutzpreis bekannt gemacht werden können. Die Ausrichter des Deutschen Arbeitsschutzpreises haben deshalb das Institut für Arbeitsschutz der Deutschen Gesetzlichen Unfallversicherung (IFA) gebeten, die wirtschaftlichsten, die innovativsten und die für kleine und mittlere Unternehmen interessantesten Beiträge in Form einer Publikation der Allgemeinheit zur Verfügung zu stellen. Voraussetzung war natürlich, dass die Firmen einer Veröffentlichung zugestimmt haben. Die Auswahl der Beispiele guter Praxis erfolgte anhand der Kriterien Wirksamkeit/Wirtschaftlichkeit, Realisierung, Innovation und Übertragbarkeit auf der Basis der Einreichungen zum Deutschen Arbeitsschutzpreis. Jedes Beispiel stellt auf nur sehr wenigen Seiten die grundlegenden Ideen für eine erfolgreiche prozessorientierte Umsetzung des Arbeitsschutzes im Betrieb dar. Die Herausgeber hoffen, mit diesen Beispielen Anregungen für eine Verbesserung der Sicherheit und des Gesundheitsschutzes zu geben. Durch die Nennung der Ansprechpartner entsteht gleichzeitig ein Netzwerk, in dem die zahlreichen Erfahrungen miteinander ausgetauscht werden können. Teil 1 des Reports zeigt Beispiele guter Praxis, die sich für kleine und mittelständische Betriebe besonders eignen. Im Wesentlichen handelt es sich um Einreichungen kleiner und mittelständischer Unternehmen, die einfach umzusetzen sind und ein eher geringes Budget erfordern. Wichtig war auch ein recht geringer organisatorischer Aufwand, um die Umsetzung in kleinen Unternehmen zu erleichtern. Ein Großteil der Beispiele ist selbst für die Umsetzung und Kleinstunternehmen bestens geeignet.
