Belgium has become a polycentric region with a very dispersed population due to evolutions in the past. A high road network density and population dispersion combined with a high passenger car dependency often leads to reduced travel speeds and severe congestion on large fractions of regional roads and motorways, both during peak and off-peak hours. It is clear that the more traditional policy instruments have not provided any real solution to the problem of congestion. A road pricing scheme based on the user-pays principle, on the other hand, induces behavioural changes with regard to travel decisions. The effectiveness of road pricing schemes is due to their ability to differentiate charges over time and to use them where required. This leads to a more efficient allocation of road users over the available infrastructure and to other transportation modes to alleviate the problem of congestion. We empirically explore the road pricing schemes of Singapore, Norway, London, Germany, and Stockholm to investigate the effects of existing road pricing schemes on traffic and the environment. We find that the reduction in traffic volumes, the increase in travel speeds, the decrease in the number of vehicles, and generated revenues are all greater than expected. We apply the knowledge of road pricing schemes and insight in the workings, effects, and difficulties to suggest several possibilities for introducing road pricing in Belgium. In total, three road pricing schemes are proposed: a time- and location-varying kilometre charge on all Belgian roads, a fixed kilometre charge depending on road type with variable rates in urban areas, and a time-differentiated cordon charging scheme in urban areas.

Over the past two decades road cinema has become an increasingly popular form of expression for European directors. Focusing on a corpus of films from France, Belgium and Switzerland, including works by Ismael Ferroukhi, Bouli Lanners, Aki Kaurismaki and Jacqueline Audry amongst many others, French-language Road Cinema contends that nowhere is the impulse to remap the spaces and identities of 'New Europe' more evident than in French-language cinema.
