Excerpt from Bell Telephone System IT has been the philosophy of the management of the Bell System for a long time that as it conducted a public business it Should tell the public about its conduct. It has endeavored to do this by Official reports, public statements, pamphlets, advertisements, movies, by opening the central offices to public inspection, and in many other ways. This book is an addition to what has been done before. There is little in it which is not available in some form or other elsewhere, but bringing it together may be a convenience to those who are interested. AS the time which the author owes the American Tele phone and Telegraph Company is not limited, the book is written on company time, and such royalties as may come from its sale will go to the Company. The figures in the book have been checked by the various departments of the Company having knowledge of them. The book represents in general the Bell System's policies and practices. But it is not official in the sense that it has been approved by the heads of all departments of the Company or the Board of Directors. And, of course, the opinions in it are the author's. I do not think that they are far different from those of my associates, but I am sure that no two of us would either think exactly alike or express our opinions in the same way. So complete has been the adaptation of and reliance on scientific research in many industries that it is difficult at this time to visualize the state of affairs of two or three decades ago, when substantially all industry on its technical side was dependent for advancement on cut-and-try, rule-of-thumb, methods of development. Today in many industries the management would not think of embarking on a new project without consulting their research engineers. Many industries have proved the benefits to be derived from the utilization of that organized knowledge provided both in the fields of the physical sciences and in those newer fields which have to do with psychology and economics. Excerpt from Bell Telephone Quarterly, 1931, Vol. 10 Of the college graduates in the Bell System, about 55 per cent are graduates of scientific or technical courses; about 35 per cent of courses in arts and science; and about 10 per cent come from business courses. Enough facts have been given to show the dependence which the Bell System has placed, in the building up of its supervisory and technical forces, upon the graduates of our colleges and universities, and especially upon the graduates of our scientific and technical schools. We have been employing, on the average, during the last few years about college graduates each year, and there is every reason to believe that this is a fair measure of our fu ture requirements. In making our studies of our needs for college men, we are careful not to make our estimates so large that we will be unable to give to each man opportunities for advancement commensurate with his abilities. We also make full allowance for the developing of men from our non-college forces, and many able men in the supervisory and technical forces of the Bell System have come from this source. For the rest, we must look to the colleges. In addition we must go to the colleges for a large part of the personnel of such depart ments as those dealing with engineering and research.
