People who put the public good before their own self interest have been admired throughout history. But what is the public good? Sages and prophets who think they know better what is good for us than we know ourselves held sway on this subject for more than two thousand years. The world had to wait for the Enlightenment that burst upon the world in the eighteenth century for an account of the public good free from the prejudices of the privileged classes. Utilitarianism is our name for this new way of thinking about morality. Francis Hutcheson encapsulated its aims by inventing its catchphrase "The greatest happiness for the greatest number'' fifty years before Jeremy Bentham, to whom the slogan is usually attributed. But what is happiness? Why did Jeremy Bentham and John Stuart Mill prefer to speak of utility? How did economists develop this notion? Does it really make sense to compare the utilities of different people? Bob may complain more than Alice in the dentist's chair, but is he really suffering more? Why should I put the sum of everybody's utility before my own utility? This short book asks how such questions arose from the social and political realities of the times in which the early utilitarians lived. Nobody need fear being crushed by heavy metaphysical reasoning or incomprehensible algebra when this story is told. This book argues that the answers to all the questions that the early utilitarians found so difficult are transparent when we stand upon their shoulders to look back upon their work. The problem for the early utilitarians was to free themselves from the prejudices of their time. The lesson for us is perhaps that we too need to free ourselves from the prejudices of our own time.

The first five volumes of the Correspondence of Jeremy Bentham contain over 1,300 letters written both to and from Bentham over a 50-year period, beginning in 1752 (aged three) with his earliest surviving letter to his grandmother, and ending in 1797 with correspondence concerning his attempts to set up a national scheme for the provision of poor relief. Against the background of the debates on the American Revolution of 1776 and the French Revolution of 1789, to which he made significant contributions, Bentham worked first on producing a complete penal code, which involved him in detailed explorations of fundamental legal ideas, and then on his panopticon prison scheme. Despite developing a host of original and ground-breaking ideas, contained in a mass of manuscripts, he published little during these years, and remained, at the close of this period, a relatively obscure individual. Nevertheless, these volumes reveal how the foundations were laid for the remarkable rise of Benthamite utilitarianism in the early nineteenth century. Bentham’s correspondence reveals that in the late 1770s he was working intensively on developing a code of penal law, but also expanding his acquaintance and, to a moderate degree, enhancing his reputation as a legal thinker. A significant family event took place in 1779 when his brother Samuel went to Russia in order to make his fortune.

Bentham’s life in the mid-1790s was dominated by the panopticon, both as a prison and as a network of workhouses for the indigent. The letters in this volume document in excruciating detail Bentham’s attempt to build a panopticon prison in London, and the opposition he faced from local aristocratic landowners. His brother Samuel was appointed as Inspector-General of Naval Works and in September 1796 married Mary Sophia Fordyce.

The new critical edition of the works and correspondence of Jeremy Bentham (1748-1832) is being prepared and published under the supervision of the Bentham Committee of University College London. In spite of his importance as jurist, philosopher, and social scientist, and leader of the Utilitarian reformers, the only previous edition of his works was a poorly edited and incomplete one brought out within a decade or so of his death. Eight volumes of the new Collected Works, five of correspondence, and three of writings on jurisprudence, appeared between 1968 and 1981, published by the Athlone Press. Further volumes in the series since then are published by Oxford University Press. The overall plan and principles of the edition are set out in the General Preface to The Correspondence of Jeremy Bentham, vol. 1, which was the first volume of the Collected Works to be published. An Introduction to the Principles of Morals and Legislation, Jeremy Bentham's best-known work, is a classic text in modern philosophy and jurisprudence. First published in 1789, it contains the important statement of the foundations of utilitarian philosophy and a pioneering study of crime and punishment, both of which remain at the heart of contemporary debates in moral and political philosophy, economics, and legal theory. Printed here in full is the definitive edition, edited by the distinguished scholars J. H. Burns and H. L. A. Hart. An introductory essay by Hart, first published in 1982 and a widely acknowledged classic in its own right, is reprinted here. An Introduction to the Principles of Morals and Legislation by Jeremy Bentham. An Introduction to the Principles of Morals and Legislation is a book by the English philosopher and legal theorist Jeremy Bentham "originally printed in 1780, and first published in 1789." Bentham's "most important theoretical work," it is where Bentham develops his theory of utilitarianism and is the first major book on the topic. Bentham was the first major philosopher to develop and defend a utilitarian theory of ethics. Like John Stuart Mill, whom he greatly influenced, Bentham believed that happiness or pleasure is the only thing that is good for its own sake. He believed that humans, by nature, are motivated exclusively by the desire for pleasure (a view known as psychological hedonism), and that ethically they should seek to maximize pleasure (a view known as "ethical hedonism"). In The Principles of Morals and Legislation, Bentham seeks to determine what a system of laws would look like if it was constructed on a purely utilitarian basis. To that end, Bentham offers painstaking analyses of the various kinds of pleasures and pains, the sources of pleasures and pains, how pleasures and pains should be measured, the morally and legally relevant components of human actions, the negative consequences of harmful acts, types of behavior that are "unmeet" for punishment, and the various classes of offences. The book contains several of Bentham's most best-known quotations. In Chapter 1, "Of the Principle of Utility," Bentham describes how actions are motivated by the desire for pleasure and are right insofar as they create utility or happiness: "Nature has placed mankind under the governance of two sovereign masters, pain and pleasure. It is for them alone to point out what we ought to do, as well as to determine what we shall do."
