Culture is one of the most complex and contested fields of European integration. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe. By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Its principal aim is to debunk the myth of Brussels as the centre of cultural Europeanization. Instead, it argues that European cultural policy has to be seen as a relational, multi-directional movement, involving a wide variety of stakeholders and leading to conflicts and collaborations at various levels. This book combines the perspectives of political scientists, sociologists, anthropologists and historians, at the intersection between EU, urban, and cultural studies, and changes our understanding of ‘Europeanization’ by opening up new empirical and conceptual avenues. This book focuses on the end of four centuries of Ottoman rule in Bosnia and Herzegovina in the 1870s. After an introduction to the region and the political zeitgeist of the late 1860s and early 1870s, it examines in detail the dramatic years beginning in the summer of 1875, when the outbreak of violent unrest in the eastern Herzegovinian region bordering Montenegro led to a massive refugee catastrophe. The study traces the surprising further political and social dynamics to the summer and fall of 1878, when a Habsburg army finally invaded the Bosnian Vilayet and took control of the province - but only after months of fighting against massive local resistance throughout the province. This book cannot be viewed in isolation from larger political dynamics, which are also constantly present in this study as they unfolded. However, as this book attempts to show, it is hardly possible to understand the often contradictory effects of these larger political dynamics without delving deeper into the complex local rationalities and constraints on the action of the actors involved in them. The End of Ottoman Rule in Bosnia will appeal to students, teachers, and researchers in late Ottoman and Bosnian history.

The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.

The demise of state Socialisms caused radical social, cultural and economic changes in Eastern Europe. Since then, young people have been confronted with fundamental disruptions and transformations to their daily environment, while an unsettling, globalized world substantially reshapes local belongings and conventional values. In times of multiple instabilities and uncertainties, this volume argues, young people prefer to try to adjust to given circumstances than to adopt the behaviour of potential rebellious, adolescent role models, dissident counter-cultures or artistic breakings of taboo. Eastern European Youth Cultures in a Global Context takes this situation as a starting point for an examination of generational change, cultural belongings, political activism and everyday practices of young people in different Eastern European countries from an interdisciplinary perspective. In the aftermath of World War II, American policymakers turned to the task of rebuilding Europe while keeping communism at bay. In Germany, formally divided since 1949,the United States prioritized the political, economic, and, eventually, military integration of the fledgling Federal Republic with the West. The extraordinary success story of forging this alliance has dominated our historical under-standing of the American-German relationship. Largely left out of the grand narrative of U.S.–German relations were most East Germans who found themselves caught under Soviet and then communist control by the post-1945 geo-political fallout of the war that Nazi Germany had launched. They were the ones who most dearly paid the price for the country's division. This book writes the East Germans—both leadership and general populace—back into that history as objects of American policy and as historical agents in their own right Based on recently declassified documents from American, Russian, and German archives, this book demonstrates that U.S. efforts from 1945 to 1953 went beyond building a prosperous democracy in western Germany and "containing" Soviet-Communist power to the east. Under the Truman and then the Eisenhower administrations, American policy also included efforts to undermine and "roll back" Soviet and German communist control in the eastern part of the country. This story sheds light on a dark-er side to the American Cold War in Germany: propaganda, covert operations, economic pressure, and psychological warfare. Christian F. Ostermann takes an international history approach, capturing Soviet and East German responses and actions, and drawing a rich and complex picture of the early East–West confrontation in the heart of Europe.
