Der sogenannte "Erziehungsurlaub" ist ein wesentlicher Einschnitt im Berufsverlauf von Frauen. Allzu oft gerät das, was von den Müttern lediglich als Berufspause geplant war, unversehens zum Ende der Berufstätigkeit. In "Training on the Job oder Ex und Hopp" analysieren Autorinnen und Autoren die Entwicklung weiblicher Lebensläufe im Zusammenhang mit der Inanspruchnahme des Erziehungsurlaubs. Ursachen, Bedingungen und Handlungsansätze werden aus unterschiedlichen Perspektiven dargestellt und bewertet. Dabei ergibt sich nicht nur ein vielschichtiges Bild von der Polarität zwischen Berufstätigkeit und Kindererziehung, sondern es zeigen sich auch unterschiedliche Positionen zu ihrer Betrachtung. Allen Beiträgen gemeinsam ist allerdings das soziale Anliegen, den Erziehungsurlaub für Frauen nicht zum Bumerang werden zu lassen.

‘In all research, the choice of object is primary and decisive. This refers to the set of c- cepts which determines the delimitation among the totality of phenomena of those selected as objects of analysis’(Topalov 1979: 446). In this quote Topalov addresses the ‘fundamental illusion’ of empiricist research approaches: that objects of inquiry are self-evident givens. The rejection of this - piricist ‘illusion’constitutes the foundation of this thesis. This thesis modifies a c- textual social constructionist paradigm of inquiry and combines it with a feminist standpoint in the analysis of policies claimed to be aimed at reconciling paid - ployment and care work in Germany from 1998 to 2005. 1.1 Genesis of the study The present study developed out of three interrelated strands of our intellectual - riosity which evolved, triggered by an engagement with a discipline unique to the UK in its approach, Social Policy. First, in what can be described as a fruitful int- lectual adaptation process to a new discipline, an initial interest in welfare state transformation in Eastern Europe developed into a keen interest in family policies.

In the last two decades, research on the life course has successfully combined and integrated different and rather isolated fields of social concerns such as: the labor market, family solidarity, education, employment, retirement, and social policy. It has also developed a special focus on crucial problems of sociological research, which includes the understanding of micromacro phenomena, the dynamics of social change, and international comparisons. Contributors to this volume take an international, comparative approach in applying the life course theoretical framework to issues of work and career. Life course research focuses on the relationship between institutions and individuals across the life span and illuminates the impact of modernization on the shaping of biographies. Industrial service societies are characterized by historically new contingencies of living arrangements and biographies. These contingencies differ according to the extent to which life course patterns are regulated by social institutions. In the continental European context, institutional frameworks continue to define the timing and sequencing of transitions across the life course. In less regulated market societies, like the United States and Great Britain, biographies and living arrangements are shaped more by the interaction of markets, social networks, and individual decisions. In active welfare states, institutional resources and rules continue to mediate the effects of social change on the life course. What the editors and contributors to this fine compendium anticipate is a change on the cultural level toward more equality. This trend supports young people, and women in particular, in their expectations concerning an egalitarian relationship. This expectation is not taken for granted from the point of view of the male partner, but has to be negotiated in decisionmaking processes as an issue that concerns the couple as a unit. Thus, the way in which people interact is profoundly impacted by the values and goals of equity demands. Walter R. This book develops the concept of the corporatist catch-all party to explain how the German Christian Democratic Union (CDU) has responded to changing demands from women over the past forty years. Otto Kirchheimer's classic study argues that when catch-all parties reach out to new constituencies, they are forced to decrease the involvement of membership to facilitate doctrinal flexibility. In a corporatist catch-all party, however, societal interests are represented within the party organization and policy making is the result of internal party negotiation. Through an investigation of CDU policy making in the issue areas of abortion policy, work-family policy, and participation policy, this book demonstrates that sometimes the CDU mobilizes rather than disempowers membership. An important lesson of this study is that a political party need not sacrifice internal democracy and ignore its members in order to succeed at the polls.

Die Studie zeigt, dass die Einführung und Ausweitung des gesetzlichen Erziehungsurlaubs in den 1980er und 1990er Jahren das in der Bundesrepublik ohnehin vorherrschende Muster der Phasenerwerbstätigkeit von Müttern weiter verstärkt hat. Mit Einführung des Erziehungsur-laubs sank die Erwerbsbeteiligung junger Mütter, ohne dass sich gleichzeitig die Fertilitätsrate erhöht oder die Karrierenachteile für Frauen mit Kindern nachhaltig verringert hätten. Ohne begleitende Maßnahmen wie flexible Arbeitszeitmodelle und eine bedarfsgerechte Kinderbetreuung hat sich der Erziehungsurlaub allein als unzureichende Lösung des Problems der Vereinbarkeit von Familie und Beruf erwiesen.
