Bürger- oder Beteiligungshaushalte, durchgeführt auf kommunaler Ebene in Städten und Gemeinden, haben in den letzten Jahren in Deutschland verstärkt Aufmerksamkeit erfahren. Eine Beteiligung bei der Aufstellung eines Landeshaushaltes ist jedoch zumindest im mitteleuropäischen Raum demokratiepolitisches Neuland. Auch weltweit gibt es nur sehr wenige Beispiele, in deren Rahmen versucht wurde, Partizipation in Haushaltsfragen von der kommunalen auf die Ebene eines Bundeslandes oder Staates zu heben. In diesem Buch wird untersucht, ob und unter welchen Voraussetzungen Bürgerinnen und Bürger bei der Aufstellung des Landeshaushaltes beteiligt werden können. Am Beispiel Baden-Württembergs werden die sozialwissenschaftlichen, technischen und rechtlichen Bedingungen diskutiert, die für einen erfolgreichen Beteiligungshaushalt gegeben sein müssten.
