In a world characterized by globalization, governments increasingly find themselves unable to govern. Corruption is everywhere, natural resources are being exploited, the environment damaged, markets distorted, and the fight against poverty is often ineffective. Certain challenges cannot be addressed by governments alone. Increasingly, collective governance “beyond governments” is seen as part of the solution, with state and non-state actors working together. This book sets out a framework for those wishing to implement collective governance, involving civil society, companies and governments as key actors. Based on over eight years of running the most advanced example of collective governance at international level, the Head and Deputy Head of the Extractive Industries Transparency Initiative (EITI) outline the practicalities and pitfalls, and draw out the experience of the EITI as a case example. Beyond Governments tells a positive story of how this type of innovative governance can make real achievements, but also cautions against those who see collective governance as a silver bullet to solve development challenges. It provides practical guidance from a practitioner’s perspective and is essential reading for those in government, business and academia.

In these ground-breaking essays, James A. Yunker issues a powerful challenge to conventional thinking on world government. Based on an innovative plan for a limited world government tentatively designated the “Federal Union of Democratic Nations,” this book envisions a legitimate world government a quantum leap beyond the United Nations of today. The Federal Union proposed would operate under some key restraints, such as a dual voting system in the world legislature, and two key reserved rights of the member nations: to withdraw from the Federal Union at their own unilateral discretion, and to maintain independent control over whatever military forces they feel are necessary to their national security. Yunker demonstrates how these restraints would minimize the possibility that the world government would result in such adverse outcomes as global tyranny, bureaucratic overload, or cultural homogenization.

Providing students of economics, politics, and policy with a concise explanation of public choice, markets, property, and political and economic processes, this record identifies what kinds of actions are beyond the ability of government. Combining public choice with studies of the value of property rights, markets, and institutions, this account produces a much different picture of modern political economy than the one accepted by mainstream political scientists and welfare economists. It demonstrates that when citizens request that their governments do more than it is possible, net benefits are reduced, costs are increased, and wealth and freedom are diminished. Solutions are also suggested with the goal to improve the lot of those who should be the ultimate sovereigns in a democracy: the citizens.

Beyond Camelot written by Edward L. Rubin and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007-08-27 with Political Science categories.

This book argues that many of the basic concepts that we use to describe and analyze our governmental system are out of date. Developed in large part during the Middle Ages, they fail to confront the administrative character of modern government. These concepts, which include power, discretion, democracy, legitimacy, law, rights, and property, bear the indelible imprint of this bygone era's attitudes, and Arthurian fantasies, about governance. As a result, they fail to provide us with the tools we need to understand, critique, and improve the government we actually possess. Beyond Camelot explains the causes and character of this failure, and then proposes a new conceptual framework, drawn from management science and engineering, which describes our administrative government more accurately, and identifies its weaknesses instead of merely bemoaning its modernity. This book's proposed framework envisions government as a network of connected units that are authorized by superior units and that supervise subordinate ones. Instead of using inherited, emotion-laden concepts like democracy and legitimacy to describe the relationship between these units and private citizens, it directs attention to the particular interactions between these units and the citizenry, and to the mechanisms by which government obtains its citizens' compliance. Instead of speaking about law and legal rights, it proposes that we address the way that the modern state formulates policy and secures its implementation. Instead of perpetuating outdated ideas that we no longer really believe about the sanctity of private property, it suggests that we focus on the way that resources are allocated in order to establish markets as our means of regulation. Highly readable, Beyond Camelot offers an insightful and provocative discussion of how we must transform our understanding of government to keep pace with the transformation that government itself has undergone.

Private Interest Government written by Wolfgang Streeck and has been published by Sage Publications (CA) this book supported file pdf, txt, epub, kindle and other format this book has been release on 1985 with Business & Economics categories.

Market liberalism and state interventionism are both challenged as modes of democratic government by this book. It suggests that the development of private interest governments might be a more viable policy alternative for the future. It also questions whether the state could devolve certain public policy responsibilities to interest associations in specific economic sectors. The book focuses specifically on interest associations in a disaggregated, rather than global, approach to economics and politics. Ten Western industrialized countries are covered, subjects ranging from advertising with self-regulation, private accountancy regulation and the British voluntary sector to four comparative papers on the corporatist arrangements in the governance of the dairy industry.

This is the first book in English to examine local government and authority in Vietnam since the country's reunification in 1975. Six chapters emphasize particular villages and districts in different parts of the country, one examines a ward in Hanoi, another focuses on Ho Chi Minh City, and one compares leaders in several provinces. To contextualize conditions today, two chapters analyse local government in Vietnam's long history. The opening chapter synthesizes the findings in this book with those in other studies by researchers inside and outside Vietnam.
