Mediante el sucinto escrito intitulado La tenencia de la tierra y el desarrollo económico y social, el industrial colombiano Hernán Echavarría Olózaga, describió para historia del país y para la comprensión en todos los niveles académicos, sociales, políticos y económicos nacionales e internacionales, las causas de los conflictos por la posesión de la tierra y las razones prácticas y reales que permiten la pervivencia de este fenómeno económico, social y cultural, asociado con la violencia del terrorismo comunista contra Colombia. En cinco breves capítulos, La tenencia de la tierra y el desarrollo económico y social, describe la histórica relación de la lucha por la posesión de la tierra con la violencia entronizada en el país desde el mismo albor de la independencia de España; el verdadero problema agrario en Colombia; el problema social que de él se deriva y algunas conclusiones entre las que se destacan: El impuesto catastral reduce la demanda de los inversionistas para invertir en tierra, no para trabajarla sino en busca de valorización, luego rebaja su precio, y así disminuye, de todas maneras la posibilidad de que al venderla, el propietario obtenga grandes ganancias. En Colombia hemos establecido la desafortunada costumbre de los situados fiscales. Los municipios ya no cobran impuesto catastral, porque quieren que el gobierno central les sitúe para todos sus gastos. Esto ha conducido a que entonces el gobierno central tiene que elevar los impuestos sobre la renta y actividades comerciales e industriales. Todo debido a que creemos que la tierra no tiene que pagar impuestos sino cuando se trabaja y produce renta. Por estas y muchas razones más, el concepto económico y social de Echavarría Olózaga acerca de la desigual tenencia de la tierra en el país, es un documento de obligatoria consulta y un libro que debe estar en la biblioteca de investigadores de temas sociales, políticos y económicos contemporáneos, y un texto de reflexión para los lectores en general, pues está escrito en términos sencillos, claros y precisos que facilitan su lectura y comprensión.
