See also the rules of printing as published by the latter in vol. I of his Archivo. Thae rules were promulgated in Manila, February 16, 1857. It seems reasonably clear that the printing press was established in the Philippines as early as 1593, for in that year, Gomez Perez Dasmarifias licensed the printing of the Christian Doctrine in Tagi log and Chinese (see his letter of june 20, 1593, in our 701. Lx, 9. Although no copies of this have come down to the present day. It must be noted, however, that from the language of the letter above cited, it may be assumed that the printing press had been established before the year 1593. However, the implied reasoning of Peru and Giiernes (4411501111, pp. Ni xxiv) following the statement of Berimin de Sousa, that the Am y Vocabu lario de la league tagala of Juan de Quii'iones was printed at Manila in 1581, cannot be supported. The real history of printing in the Philippines, in which it seems that the religious orders had more to do than anyone else, has not yet been written, although it is worth careful study. Biblioteca Filipina This work consists of two independent bibliographies: 1. A list of books and of maps in the Library of Congress on the Philippines; 2. A list of books on the same subject, prepared by Dr. Pardo de Tavera, of Manila, entitled Biblioteca Filipina. The publication of the work in its present form is consequent upon an arrangement made between the Bureau of Insular Affairs of the War Department and the Library of Congress. The inception of the Library list dates from the acquisition of the Philippines by the United States. Soon after the capture of Manila investigations were made of the resources of the Library on the Philippines and steps taken to acquire important works and fill in gaps. The result of this undertaking is presented in Part I of this volume. The manuscript of the Biblioteca Filipina, by Dr. Pardo de Tavera, was placed at the disposal of the Library by the author. To be put into print. The first idea was to print the Biblioteca, with additions and revisions incorporating the Library material. Further consideration, however, showed that this was impracticable, and it was decided to print the two lists separately. Soon after the receipt of Dr. Pardo de Tavera's manuscript, Col. Clarence R. Edwards, the chief of the Bureau of Insular Affairs, made known his intention of publishing a bibliography of the Philip pines, using the material collected by the Library and by the Bureau as a part of the Gazetteer of the Philippines issued by that office. As a result of conversations and correspondence between the Librarian of Congress and Colonel Edwards, it was agreed that the list of works in the Library of Congress and Dr. Pardo de Tavera's list should be printed under the joint auspices of the Bureau and of the Library as an auxiliary volume to the Gazetteer of the Philippines.
