The Commissioner of the Bureau, before entering upon the duties of his office, must execute an official bond in the sum of five thousand dollars, and take the oath of office, all as prescribed by the Political Code for State officers in general. Sec. 3. I said personal inspection and interrogation by the Commissioner or his authorized representative, is the only and proper way to Obtain full, fresh, intelligent, and correct statistics, and this cannot be done without an increase in the appropriation for contingent expenses, including hire Of one or two agents.
