Excerpt from Biennial Report of the Superintendent of Public Instruction of North Carolina, Vol. 1: For the Scholastic Years 1933-1934 and 1935-1936; Summary and Recommendations The State Board of Education, consisting of the Governor, Lieutenant Governor, Secretary of State, Treasurer, Auditor, Attorney General and the Superintendent Of Public Instruction, is provided for by Article IX Of the Constitution. This Board has charge Of the Literary and Building Funds and the public lands owned by the State. It also makes rules gov erning the certification of teachers, and adopts the textbooks used in the public schools. Originally, this Board had authority to legislate and make all needful rules and regulations in relation to free public schools and the educational funds, but its duties in this respect in recent years have been transferred by legislative enactment to the State School Commission.
