Pour sa première édition du bilan de la vie associative, le Haut Conseil à la vie associative a choisi comme thème général : "L'engagement dans les associations, l'engagement des associations". Au-delà de la grande cause de l'année 2014, l'engagement est la caractéristique du monde associatif, c'est pourquoi, ce bilan 2012-2014 aborde les questions relatives aux bénévoles et aux volontaires mais aussi aux associations comme acteurs dans la société. La signature en février 2014 de la charte d'engagements réciproques entre l'Etat, le Mouvement associatif et les collectivités territoriales a d'ailleurs marqué une étape importante dans la reconnaissance de la place des associations. On trouvera également dans cet ouvrage ce qui a marqué la vie associative au cours de cette période : Notamment la loi relative à l économie sociale et solidaire votée en juillet 2014, les conséquences des directives européennes sur les associations et leurs relations avec les pouvoirs publics. Enfin, le bilan fait état des deux rapports parlementaires réalisés en fin d'année 2014, l'un par Yves Blein et l'autre à la suite de la commission présidée par Alain Bocquet, pour lesquels le Haut Conseil à la vie associative a été auditionné. Toutes ces réflexions témoignent de l'intérêt marqué par les élus et les pouvoirs publics pour les associations et le rôle qu'elles peuvent jouer dans la société pour le vivre ensemble et l'intérêt général pour autant qu'on leur en donne les moyens. En un temps où on souhaite que les jeunes et les moins jeunes puissent s'engager et prendre des responsabilités au service de tous, ce bilan essaie de montrer que les associations ne font pas que proposer des prestations sociales, ou des activités culturelles et de loisirs, mais qu'elles peuvent aussi être des fabriques de citoyens.

This book demonstrates the benefits of applying a new interdisciplinary approach that combines global change and human mobility. The term "globility" was coined in the year 2000 when the commission with the same name was created by the International Geographical Union with the purpose of theorizing about and asserting the concept of human mobility. First the book offers theoretical reviews of human mobility. Then it proceeds to study patterns of mobility in today's world as it faces new challenges in migration policies (including border controls, management of refugee movements, social initiatives to empower unauthorized immigrants), the integration issue, environmental hazards, and so on. Voici la deuxième édition du bilan de la vie associative réalisée par le Haut Conseil à la vie associative. Celle-ci porte sur les années 2015-2016 et a pour thème : " L'association au coeur de l'intérêt général ". L'intérêt général est bien ce qui anime l'action des associations, qu'elles soient dans les quartiers, les territoires ruraux, au niveau national ou international. Pour développer leurs missions, les associations ont besoin de moyens et de reconnaissance pour leur structure comme pour les bénévoles qui s'y engagent. Le bilan fait état de la contribution des associations à cette construction de l'intérêt général en l'illustrant par des témoignages et en l'éclairant par quelques données statistiques. Il énumère les différentes dispositions qui ont été prises pour simplifier les démarches administratives et pour faciliter et encourager l'exercice du bénévolat. Des avancées ont marqué ces deux années : simplifications de l'accès aux financements publics et privés, encouragement à l'engagement, particulièrement pour les jeunes. Des propositions restent encore à développer pour sécuriser la situation des associations, notamment celles qui au nom de l'intérêt général interviennent auprès des populations les plus fragiles. Le Haut Conseil à la vie associative poursuit ses missions en étant vigilant sur les textes et projets en cours et en formulant des propositions utiles à l'ensemble du monde associatif.
