This study sets out to investigate the role of small holder farmers amidst the intervention of other actors in biotechnology innovation in the maize sub-sector, in Kenya. This exploratory research is a result of the challenges in understanding participation and the concept of public-private partnership in biotechnology innovation and its social construction. These challenges emerge as a result of a myriad of actors involved in biotechnology innovation. The study goes a step further to investigate the role of both human (social) and non-human (material) actors in the construction of biotechnology innovation in the maize sub-sector in Kenya. Here, focus is on the manoeuvres-negotiations and distantiations as played out by various actors in the creation of partnerships and the shaping of social interaction and participation for the Gene Revolution in Kenya. This way the study dissects the understanding that biotechnology innovation is about more than just development and use of agricultural technology.

Modern agricultural biotechnology is being flaunted in global policy de-bates as a powerful technology for improving agricultural productivity and food security in Africa. These debates often conveniently lump to-gether the controversial GMOs and the less contentious traditional bio-technology, also known as ‘non-transgenic biotechnology’. The contro-versial debate on GMOs encompasses the influence of biotechnology companies, governmental regulators, non-governmental organizations, scientists and consumers. The contentious issues on GM food and crops include labelling, health and environment, pesticide resistance; impacts of GM crops on farmers, feeding the world population; and the role of government in all these issues. The overall policy debate is whether and how GMOs can contribute to sustainable agricultural productivity and new inputs for African smallholder farmers. Most African governments are cautious of modern biotechnology and especially about GMOs because the role of this technology in Afri-can agriculture is not well understood. Today, there are few transgenic crops that have been developed and successfully introduced to African smallholder farmers. This situation raises the question: Can agricultural biotechnology be harnessed to improve sustainable agricultural produc-tivity and food security of smallholder farmers in Kenya? This study employed the Agricultural Innovation Systems (AIS) framework as a potentially useful tool for identifying and analysing strengths and weaknesses in harnessing biotechnology for smallholder farmers. This analysis helps understand how the NARS has evolved and to examine whether biotechnology will be useful to the people or not. Empirical research was conducted within selected NARS at the na-tional level, and among the target smallholder farmers in Busia and Nyeri Counties.

Despite economic growths observed over the last half-century, global poverty and hunger still remain big challenges to overcome. Most of the poor people live in rural areas and depend on agriculture for livelihood. Advancements and access to agricultural innovations and skills are thus essential components for mass poverty alleviation. Apparently, a wide range of agricultural technologies are readily available for potential uptake; some of these technologies are specifically devised to address productivity improvements in crops that would otherwise be difficult to breed conventionally. However, the rate and scale of adoption of these technologies in developing countries is still less than expected. Technology adoption rates are even much lower in sub-Saharan Africa, a region that is persistently characterized by stagnated economic growth rates and deteriorating welfare conditions for its citizens. Literature on agricultural technology adoption and its actual or potential impacts in developing countries is vast. However, the general understanding of these effects is still hampered by the limited scope of robust economic studies. Particularly, most new technologies require farmers to substantially change traditional production practices in order to make significant gains, which often also requires access to new information and complementary input resources. The failure for existing studies to give considerable empirical detail to information and other related institutional constraints as well as the role of complementary inputs limits avenues for wider policy making. Moreover, it is reasonable that impact studies address broader welfare outcomes such as, the net effects of new technology on household income and food security. Although relatively more empirical evidence is available for income, quite little is known about the effect of new technology on improving household food security. The latter could be partly due to the conceptual complexities and costs involved in estimating household food security.
