As rivalry between the United States and China (PRC) continues to intensify, regional security in East Asia is increasingly interconnected with global stability. East Asia, with various ongoing security issues that date back to the Cold War, is the region where geopolitical competition between Washington and Beijing primarily manifests itself. The regional security order is therefore a matter of global consequence. Two major uncertainties are shaping the regional order in East Asia. The first is uncertainty regarding the rise of China: Will it continue and, if so, how will this affect the relations between the PRC and other actors? The second is uncertainty about the future role of the United States: Will America continue to be a leading security actor in East Asia, and if so, what will this mean for the way in which Sino-US rivalry will play out? Since the collapse of the Soviet Union, the international system has been unipolar, centered on the United States. But the rise of China foreshadows a change in the distribution of power. Øystein Tunsjø shows that the international system is moving toward a U.S.-China standoff, bringing us back to bipolarity—a system in which no third power can challenge the top two. The Return of Bipolarity in World Politics surveys the new era of superpowers to argue that the combined effects of the narrowing power gap between China and the United States and the widening power gap between China and any third-ranking power portend a new bipolar system that will differ in crucial ways from that of the last century. Tunsjø expands Kenneth N. Waltz’s structural-realist theory to examine the new bipolarity within the context of geopolitics, which he calls “geostructural realism.” He considers how a new bipolar system will affect balancing and stability in U.S.-China relations, predicting that the new bipolarity will not be as prone to arms races as the previous era’s; that the risk of limited war between the two superpowers is likely to be higher in the coming bipolarity, especially since the two powers are primarily rivals at sea rather than on land; and that the superpowers are likely to be preoccupied with rivalry and conflict in East Asia instead of globally. Tunsjø presents a major challenge to how international relations understands superpowers in the twenty-first century.

United States-Japan security relations are in the midst of fundamental change as Japan becomes more fully engaged in the fluid international politics of East Asia. Divisions within and between Japanese political parties and the style of political leadership make unlikely a sharp break in Japan-American relations-along the lines, for example, of De Gaulle's revision of US-French ties. The end of a bipolar global international order, the rise of an Asian-oriented nationalism in Japan, substantial and rapidly increasing Japanese economic and political ties with non-Communist Asian nations, and, above all, the nuclear security threat posed by Communist China have projected Japan deeply into the international politics of Asia. Japanese and American security aims in East Asia are compatible but not identical, and future Japan-US security ties must take account of Japan's greatly expanded capacities and aspirations. Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.
