BISMARCK It has always been held inexpedient to discuss the actions or to estimate the greatness of any man who has attained to a conspicuous place in the service of his country, until a sufficient interval has elapsed after his death; both in virtue of the fact that the time may not yet have come when the rash and indiscriminate judgments which contempories are wont to pass on his actions can be calmly reviewed in the light of subsequent history, and that a large amount of evidence, which may be essential to a judicious estimation of his character, it will be imperative to omit. His biographers accordingly find themselves glossing over many of his conspicuous faults, out of due consideration to his colleagues and relatives who may still be living, or making light of his virtues to suit the antagonistic opinions of his contemporary opponents. Thus we find that until his generation has passed away, it is only possible to arrive at a compromise of the truth. But this generalisation seems not to be applicable in the case of Bismarck. No decent interval has been allowed to elapse after his death, before the publication of a large mass of private correspondence and documents, having immediate bearing upon his character and his achievements. Bismarck, in conversation one day with Busch, his biographer, said: "When once I am dead you can tell everything you like, absolutely everything you know." As a statesman and as a diplomatist his character has consequently been made so plain to us that there is very little to wait for before giving our final judgments.
