Deindustrialization, white flight, and inner city poverty have spelled trouble for Baltimore schools. Marion Orr now examines why school reform has been difficult to achieve there, revealing the struggles of civic leaders and the limitations placed on Baltimore's African-American community as each has tried to rescue a failing school system. Examining the interplay between government and society, Orr presents the first systematic analysis of social capital both within the African-American community ("black social capital") and outside it where social capital crosses racial lines. Orr shows that while black social capital may have created solidarity against white domination in Baltimore, it hampered African-American leaders' capacity to enlist the cooperation from white corporate elites and suburban residents needed for school reform. Orr examines social capital at the neighborhood level, in elite-level interactions, and in intergovernmental relations to argue that black social capital doesn't necessarily translate into the kind of intergroup coalition needed to bring about school reform. He also includes an extensive historical survey of the black community, showing how distrust engendered by past black experiences has hampered the formation of significant intergroup social capital. The book features case studies of school reform activity, including the first analysis of the politics surrounding Baltimore's decision to hire a private, for-profit firm to operate nine of its public schools. These cases illuminate the paradoxical aspects of black social capital in citywide school reform while offering critical perspectives on current debates about privatization, site-based management, and other reform alternatives. Orr's book challenges those who argue that social capital alone can solve fundamentally political problems by purely social means and questions the efficacy of either privatization or black community power to reform urban schools. Black Social Capital offers a cogent conceptual synthesis of social capital theory and urban regime theory that demonstrates the importance of government, politics, and leadership in converting social capital into a resource that can be mobilized for effective social change.

This book examines the extent to which British-born Black African youth have access to opportunities and support during their pre-school, primary school and secondary school years. Through the voice of British-born Black African youth, this book explores why and how some racial-ethnic and linguistic minority students fail academically while students from other linguistic minorities excel despite coming from similar socio-economic backgrounds. Drawing on interpretive-qualitative research analysis, the author demonstrates the racial dimension of social capital in education that challenges the traditional social capital theory, which recodes structural notions of racial inequality as primarily cultural, social, and human capital processes and interactions. In contrast to the focus on achievement gaps, the concept of opportunity gaps shows how and why language policies have shaped the educational experiences and outcomes of linguistic minority students. ABSTRACT: Cultural and social capital are two resources that have educational, occupational, financial, and social value. Cultural capital is a specific knowledge and familiarity with the cultural norms, tastes, and habits of the dominant class structure in a given society. In American society, the dominant class structure is the white middle class. Social capital is the set of social relations, or networks, among people that facilitate individual or group gains. Social capital is also defined as the degree of involvement parents exhibit in the socialization and education of their children. In addition to cultural capital, social capital is a resource more prevalent in the white middle class. Do members of the black middle class possess cultural capital since they are middle-class, although they are not white? This study addresses the acquisition of cultural and social capital in members of the black middle class who are not as privileged to the two resources due to the racial barriers they face. Qualitative research on Jack and Jill of America, an organization that predominantly serves the black middle class, was conducted with 12 mothers, 3 fathers, and 5 children. Results suggested that Jack and Jill of America equips its members with cultural and social capital through trips to cultural museums and to theaters for operas and plays, participating in activities such as golf and etiquette seminars, and through the social networks formed within the homogeneous group. Jack and Jill also provides an all-black environment for its members who want an escape from their white middle-class environments at home, school, and at work.

Certain barriers limit access to capital and industry markets as well as access to skills and work experience that facilitate proper business development and sustainability. Merely starting up a business does not mean it will fare well and lead to sustainable self-employment. Notwithstanding an unmistakable boost in minority business start-ups and the fact that entrepreneurial activity is fifty percent greater among black Americans as compared to whites, black-owned firms have lower survival rates than nonminority firms. A contributing cause of this disparity has been, and continues to be, connected to the barriers and challenges rooted in our nation's not-long-past racial-caste system and oppression of blacks. Inequity between the races has created a social condition that directly affects an entrepreneur's access to social capital, which is vital to the successful emergence and continued advancement of one's business. This Article considers social etiquette practices in the United States and suggests that these practices have infected our free-enterprise system with racial bias. By considering socio-racial inequities against the general framework of social capital, the reader will better understand socioeconomic challenges that face black entrepreneurs. Access to social capital (i.e., access to people who build business capacity, networks, and opportunity) and meaningful engagement in this valuable social business construct is more arduous for black entrepreneurs than it is for their white counterparts. Limited social capital translates into limited opportunities for black entrepreneurs to convert valuable social business relationships into financial support that will ultimately fuel successful market entry and growth.

The currency of social capital serves as an important function given the capacity to generate external access (getting to) and internal accountability (getting through) for individuals and institutions alike. Pierre Bourdieu (1986) defines social capital as “the aggregate of the actual or potential resources which are linked to possession of a durable network of more or less institutionalized relationships of mutual acquaintance and recognition or in other words, to membership in a group” (p. 251). Social capital contains embedded resources as a tool for manifesting opportunities and options among individuals and groups. Inevitably, the aforementioned opportunities and options become reflective of the depth and breadth of access and accountability experienced by the individual and institution. As educational stakeholders, we must consistently challenge ourselves with the question, “How do K-12 schools and colleges and universities accomplish shared, egalitarian goals of achieving access and accountability?” Such goals become fundamental toward ensuring students matriculating through K-12 and higher education, irrespective of background, are provided the caliber of education and schooling experience to prepare them for economic mobility and social stability. To that end, the volume, Contemporary Perspectives on Social Capital in Educational Contexts (2019), as part of the book series, Contemporary Perspectives on Capital in Educational Contexts, offers a unique opportunity to explore social capital as a currency conduit for creating external access and internal accountability for K-12 and higher education. The commonalities of social capital emerging within the 12 chapters of the volume include the following: 1) Social Capital as Human Connectedness; 2) Social Capital as Strategic Advocacy; 3) Social Capital as Intentional Engagement; and 4) Social Capital as Culturally-Responsive Leadership. In this paper, we draw on the literature about gift exchange to suggest a conceptualization of theemergence, maintenance and use of social capital (SK). We thus open up the black box of how social relations are established, and are able to indicate what can be meaningfully ascribed to social capital. Social capital as a concept cannot be invoked at will to explain situations that areprimarily perceived as favorable. Instead, when the way in which social capital emerges, maintained and used is conceptually clarified, it becomes clear that situations perceived as unfavorable can be ascribed to SK as well, and it becomes clear that SK cannot be drawn on at will, by just anybody. SK resides in what we call a social capital community.
