Studien zur Demokratisierung und Konsolidierung ehemaliger autoritiirer Regime haben unter dem Eindruck der politischen Veranderungen in vie len Teilen der Welt wahrend der letzten zwanzig Jahre an Zahl erheblich zuge nommen. Weniger Beachtung haben dabei jene Lander gefunden, die sich schein bar bereits auf den Weg einer erfolgreichen Offnung ihrer politischen Systeme begeben hatten, dann aber eine autoritiire Regression erlebten. In anderen Staaten wiederum schien die Demokratie bereits am Horizont aufzu leuchten, doch blieb sie bisher noch ein unerreichtes Ziel. Urn sich deshalb einmal mit den "blockierten Demokratien" eingehender zu beschiiftigen, ha ben wir im Februar 1995 zu einer Fachtagung an die Forschungsstatte der Evangelischen Studiengemeinschaft (FEST) in Heidelberg eingeladen, an der vor aHem jiingere Regionalexperten teilnahmen. Ziel war die Er6rtertung der Entstehungsfaktoren flir blockierte Demokratisierung und der Aussichten auf eine Uberwindung solcher Blockaden. Dabei war es uns ein Anliegen, die Referenten auf die Anwendung eines bestimmten methodischen Analysekon zepts zu verpflichten, niimlich auf das von den Herausgebern entwickelte Konzept der strategischen und konfliktfahigen Gruppen (SKOG). Dieser An satz bemiiht sich urn eine Synthese von System- und Akteursebene bei der Untersuchung von Prozessen politischen Wandels und fokussiert die Hand lungsdialektik der oppositioneHen Gruppen in ihrem Kampf urn demokrati sche Reformen.

The author argues in this text that the much-vaunted reform and liberalisation of Egypt's economy has been partial and selective, far from beneficial to all Egyptians. This study provides empirically based insights into the relationship between war, statehood and peaceful conflict resolution during the second Sudanese civil war and following the independence of South Sudan 2011. Inhaltsangabe:Einleitung: Democratization is a risky enterprise and experiments that begin with transition do not always end in consolidation. Das Erkenntnisinteresse dieser Arbeit liegt in der Frage, ob die politischen Systeme, die in Thailand und Indonesien nach der Transition entstanden sind, als konsolidierte Demokratien bezeichnet werden können. Nach Beantwortung dieser Fragen soll festgestellt werden, welche Faktoren zu der Entstehung des jetzigen Systems geführt haben. So ist das Thema dieser Arbeit die vergleichende Analyse der politischen Entwicklung der zwei asiatischen Staaten Thailand und Indonesien. Vergleiche müssen an gewisse logische Voraussetzungen gebunden sein. Es wäre nicht sinnvoll vollkommen gleiche oder vollkommen unterschiedliche Dinge zu vergleichen, da dies zu keinem aussagekräftigen Ergebnis führen würde. Nur Fälle, die bedeutende Gemeinsamkeiten und gleichzeitig ein ausreichendes Maß an Varianz der Erklärungsvariablen aufweisen sind vergleichbar. Indonesien und Thailand sind aus folgenden Gründen vergleichbare Fälle: Die bedeutende Gemeinsamkeit die sie haben ist, dass sie in den neunziger Jahren demokratisiert wurden. Es gibt jedoch auch ein ausreichendes Maß an Unterschieden. Indonesien entstand aus einer Kolonie und wurde über dreißig Jahre von General Suharto autokratisch regiert. In Thailand hingegen, das nie eine Kolonie war, gab es immer wieder wechselnde zivile und militärische Regierungen. Der in Thailand abgeschlossenen Staats- und Nationsbildungsprozess stellt in Indonesien noch immer ein Problem dar. Außerdem schließt diese Auswahl ein parlamentarisches und ein präsidentielles Regierungssystem ein. Diese bedeutende Gemeinsamkeit und die offensichtlichen Unterschiede machen Thailand und Indonesien vergleichbar. Diese Arbeit beginnt mit einem theoretischen Teil in dem das Gerüst für die Länderanalyse aufgebaut wird. Dafür müssen die grundlegenden Begriffe dieser Untersuchung definiert werden. Zuerst muss das dieser Arbeit zugrunde liegende Demokratiekonzept vorgestellt werden und die Begriffe Demokratie und defekte Demokratie definiert werden. Anschließend wird der Transformationsprozess mit seinen Phasen der Transition, der Institutionalisierung und der Konsolidierung präsentiert. Im zweiten Teil dieser Untersuchung wird in den Länderanalysen anhand der in dem ersten Kapitel dargestellten Kriterien der Transformationsprozess in Thailand und Indonesien verglichen und das jetzige politische System [...]
