Para Arciniegas, Bolívar es el caudillo inigualable de las guerras de Independencia, el Libertador. "Su nombre, dice, constituye el gran símbolo de nuestra historia". Sin embargo, al analizar la vida política de Bolívar, desde la filosofía monárquica de la Constitución Boliviana, o la idea quimérica de hacer de la Gran Colombia un protectorado inglés, encuentra una contradicción profunda, que hace que en su concepto de historiador sea necesario revisar como lo hace, todos estos aspectos de la vida bolivariana. Para el autor, con motivo de la celebración de los 200 años del nacimiento de Bolívar, se trató de buscar su gloria "en cosas rechazadas en su tiempo y que hoy nadie se atrevería a proponer como norma de conducta republicana, olvidándose del gran caudillo de la Independencia". Su análisis de la Constitución Boliviana es de un extraordinario interés, y encuentra las raíces de ella en la Constitución de Haití. Su estudio de las relaciones con Inglaterra arroja mucha luz sobre este episodio de nuestra historia.
