Photography. { UNTITLED: UNDER THE AUSPICES } is a book of auguring, or divination codex, where birds are the words, in particular the common starling (with a few cameos by seagulls and crows). The sequenced set of flight patterns, or murmurations, were captured over the course of the past few years in the skies over Rome, where the starlings winter in the months of October and November. In the ancient Greek, Egyptian and Roman empires, the will of the gods was determined by "taking the auspices," or interpreting the flight patterns of birds. In fact, Romulus and Remus, the infamous twin brothers raised by a she-wolf, were both augurs. To settle a dispute about where the city of Rome should be founded (Romulus preferred the Palatine hill and Remus preferred the Aventine), they both took auspices and Romulus "won," hence Rome is named for him. The murmurating cross-sections in this book were captured mostly from the loser's Aventine perspective and from along the banks of the Tiber, where Remus and Romulus were born. To preserve the integrity of interpretation, for those "reading" the book, no words or characters were used in the compiling and editing of the birds, only punctuation and numbers. The book itself also contains no title or author, though they are referenced here to meet the metadata demands of this modern world.

In 1949, United Nations Constitutional Assistance (UNCA) was conceived to promote the Western liberal constitution. This was colonial trusteeship. However, in 1960, as a step towards decolonization, the United Nations General Assembly rejected internationalized constitution-making, and, by extension, UNCA. All colonies acquired the right to draft their own constitutions without any international assistance. Nonetheless, in the same year, UNCA was revived and since then it has helped over 40 developing sovereign states to adopt the Western liberal constitution, for the aims of building peace, preventing conflict, and promoting good governance in these independent states. This book scrutinizes UNCA and its off-shoot, UN/International Territorial Administration (ITA), including their historical origins and revival from 1960 to 2019. Sripati argues that although the United Nations (UN) uses UNCA to help developing sovereign states secure debt relief, it undertakes UNCA to ‘modernize’ them with a view to ‘strengthen’ their supposedly weakened sovereignty. By doing so, the UN is seeking these states’ adoption of a Western liberal-style constitution, thus violating their right to self-determination. The book shows how UNCA sires and guides UN (legislative) assistance in all state-sectors: security, judicial, electoral, commercial, parliamentary, public administration, and criminal. Irrespective of UNCA’s benevolent motivations, such intrusive interventions impose the old forms of domination and perpetuate global inequality.

Climate Change and the Bay of Bengal argues that in the era of climate change radically different understandings of security and sovereignty are at work. It questions the geopolitics of fear and the manner in which metanarratives of climate change tend to privilege the "e;global"e; and "e;national"e; scales over other scales, especially the regional and the local. The authors argue in favour of a new imagination of the Bay of Bengal space as a semi-enclosed sea, embedded in a large marine ecosystem, under the relevant provisions of the UNCLOS that impose various obligations upon its signatories to cooperate at a regional level. Such an imagination, anchored in geographies of hope, should not remain confined to official domains and discourses but become a part of popular socio-spatial consciousness through a regional public diplomacy reaching out to the grassroots level. A Bay of Bengal regional seas programme, under the auspices of UNEP, should be conceptualized and operationalized in a manner that explicitly factors in climate change consequences into the existing understandings and approaches to environmental-human security in the region.
