Pasca tumbangnya rezim Orde Baru yang sentralistik lahirlah kemudian undang-undang otonomi daerah, yakni daerah diberikan kewenangan untuk mengurus rumah tangganya sendiri untuk kepentingan masyarakat luas. Tapi kita tahu, pada kenyataannya muncul pelbagai macam paradoks yang bertentangan dengan keinginan kebijakan otonomi daerah itu sendiri. Dalam kaitan ini, di banyak daerah bermunculan fenomena dinasti politik, oligarki lokal, politik transaksional, perilaku koruptif pejabat daerah, dan lain-lain. Para elit lokal itu biasanya memanfaatkan jabatan sosial, karisma, jaringan akar rumput, atau dukungan dari perusahaan tertentu dalam upaya merebut kekuasaan di daerah. Dengan kata lain, pesta demokrasi di daerah hanya sekedar seremonial peralihan kekuasaan dari satu aktor ke aktor berikutnya dengan masih berputar-putar di lingkaran dinasti dan oligarki lokal. Inilah paradoks implementasi otonomi daerah yang saat ini masih menjadi tantanngan bagi masyarakat di daerah dan demokrasi lokal.

Democracy for Sale is an on-the-ground account of Indonesian democracy, analyzing its election campaigns and behind-the-scenes machinations. Edward Aspinall and Ward Berenschot assess the informal networks and political strategies that shape access to power and privilege in the messy political environment of contemporary Indonesia. In post-Suharto Indonesian politics the exchange of patronage for political support is commonplace. Clientelism, argue the authors, saturates the political system, and in Democracy for Sale they reveal the everyday practices of vote buying, influence peddling, manipulating government programs, and skimming money from government projects. In doing so, Aspinall and Berenschot advance three major arguments. The first argument points toward the role of religion, kinship, and other identities in Indonesian clientelism. This book is about how the design of institutional change results in unintended consequences. Many post-authoritarian societies have adopted decentralization—effectively localizing power—as part and parcel of democratization, but also in their efforts to entrench "good governance." Vedi Hadiz shifts the attention to the accompanying tensions and contradictions that define the terms under which the localization of power actually takes place. In the process, he develops a compelling analysis that ties social and institutional change to the outcomes of social conflict in local arenas of power. Using the case of Indonesia, and comparing it with Thailand and the Philippines, Hadiz seeks to understand the seeming puzzle of how local predatory systems of power remain resilient in the face of international and domestic pressures.
