Pasca tumbangnya rezim Orde Baru yang sentralistik lahirlah kemudian undang-undang otonomi daerah, yakni daerah diberikan kewenangan untuk mengurus rumah tangganya sendiri untuk kepentingan masyarakat luas. Tapi kita tahu, pada kenyataannya muncul pelbagai macam paradoks yang bertentangan dengan keinginan kebijakan otonomi daerah itu sendiri. Dalam kaitan ini, di banyak daerah bermunculan fenomena dinasti politik, oligarki lokal, politik transaksional, perilaku koruptif pejabat daerah, dan lain-lain. Para elit lokal itu biasanya memanfaatkan jabatan sosial, karisma, jaringan akar rumput, atau dukungan dari perusahaan tertentu dalam upaya merebut kekuasaan di daerah. Dengan kata lain, pesta demokrasi di daerah hanya sekedar seremonial peralihan kekuasaan dari satu aktor ke aktor berikutnya dengan masih berputar-putar di lingkaran dinasti dan oligarki lokal. Inilah paradoks implementasi otonomi daerah yang saat ini masih menjadi tantanngan bagi masyarakat di daerah dan demokrasi lokal.
