Post-colonial and post-partition South Asia, one of the fastest-growing and yet one of the least integrated regions of the world, is marked by both optimism and pessimism. This intriguing dichotomy of strength and weakness, security and insecurity, hope and fear, connections and disconnects underpins South Asia's regionalism conundrum and gives birth to borders and boundaries - both material and mental - with a complex territoriality. The Janus-faced nature of South Asian borderlands - the inward nationalizing impulses entangled with the outward regional frontier-orientations - is a stark reminder that history of mobility in this eco-geographical region is much older than the history of territoriality and colonial cartography and ethnography. This collection of meticulously researched, theoretically informed, case studies from South Asia provides useful insights into bordering, ordering and othering narratives as practices and performances that are intricately entangled with identity politics and security discourses. The seamy underside of humanitarianism What does it mean when humanitarianism is the response to death, injury and suffering at the border? This book interrogates the politics of humanitarian responses to border violence and unequal mobility, arguing that such responses mask underlying injustices, depoliticise violent borders and bolster liberal and paternalist approaches to suffering. Focusing on the diversity of actors involved in humanitarian assistance alongside the times and spaces of action, the book draws a direct line between privileges of movement and global inequalities of race, class, gender and disability rooted in colonial histories and white supremacy and humanitarian efforts that save lives while entrenching such inequalities. Based on eight years of research with border police, European Union officials, professional humanitarians, and grassroots activists in Europe’s borderlands, including Italy and Greece, the book argues that this kind of saving lives builds, expands and deepens already restrictive borders and exclusive and exceptional identities through what the book calls humanitarian borderwork.

This book addresses the impact of EU law beyond its own borders, the use of law as a powerful instrument of EU external action, and some of the normative challenges this poses. The phenomenon of EU law operating beyond its borders, which may be termed its 'global reach', includes the extraterritorial application of EU law, territorial extension, and the so-called 'Brussels Effect' resulting from unilateral legislative and regulatory action, but also includes the impact of the EU's bilateral relationships, and its engagement with multilateral fora and the negotiation of international legal instruments. The book maps this phenomenon across a range of policy fields, including the environment, the internet and data protection, banking and financial markets, competition policy, and migration. It argues that in looking beyond the undoubtedly important instrumental function of law we can start to identify the ways in which law shapes the EU's external identity and its relations with other legal regimes, both enabling and constraining the EU's external action.
