Excerpt from Bosnia Elections, a Postmortem: Hearing Before the Committee on International Relations, House of Representatives, One Hundred Fourth Congress, Second Session, September 19, 1996 The committee met, pursuant to call, at 10:15 a.m. in room 2172, Rayburn House Office Building, Hon. Benjamin A. Gilman, chairman of the committee, presiding. Chairman Gilman. Good morning. The meeting will come to order. The purpose of this morning's hearing is to review the results of the elections that were held in Bosnia last weekend. These elections, called for under the Dayton agreement, were to fill offices of the national three-man Presidency of the National House of Representatives and for the assemblies of the Republika Srpska and the Bosnian Croat Federation. While the elections in general were without any serious incident, for which we are all grateful and must commend our IFOR commanders for providing such good security, the preliminary indication is that they solidified the political position of hardline elements within each of the three ethnic groups in Bosnia. Our hearing today is to explore what the meaning of the elections is for Bosnia's future. Will they provide a basis for reconciliation and stability, or do they represent the first steps toward partition and the eventual dismemberment of Bosnia? We need also to focus on a few key questions regarding the elections themselves, including the level of the turnout and whether the Bosnian electorate was truly able to vote in the areas they wanted to vote in. We must also again examine the conditions in which election campaigns were conducted. Was there freedom of association and was there equal access to the media, or were these essential elements of a free and fair process ignored because of the need to press ahead with elections to fulfill the time table drawn up last year? Finally, we must also consider just what the elections mean for the role of the international community. While there seems to be a growing consensus among our European allies that some kind of international security force is going to be necessary in Bosnia after December 20 and for an unforeseeable period of time after that date, the Administration contends that such discussions are premature. Diversity has always been at the heart of Bosnia and Herzegovina's character; even its dual name and physical geography display a particular heterogeneity. The medieval Bosnian state never enjoyed lasting political and ideological unity as its feudal, regional, and religious rifts pulled at the country's seams. Furthermore, because of its location and by a quirk of history, three major world religious and cultural traditions (Catholicism, Islam, and Orthodoxy) became cohabitants in this small Balkan country. Recently, the rebirth of its statehood has been exceptionally bloody and its diversity has been shaken. Even 11 years after the guns were silenced, the country is still under the "benevolent" protection of the international community, whose officials are keeping the state-building process in perpetual suspense, with no final result in sight. The A to Z of Bosnia and Herzegovina sheds light on the uncertain situation Bosnia and Herzegovina faces, while providing essential background information. This is accomplished through a chronology, an introduction, a bibliography, and more than 300 cross-referenced dictionary entries on individual topics spanning Bosnia and Herzegovina's political, economic, religious, and social system along with short biographies on important figures.

Democracy At The Point Of Bayonets written by Mark Peceny and has been published by Penn State Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-12-01 with Political Science categories.

No country has worked harder to coerce others to adopt liberal institutions than the United States. This book examines the promotion of democracy during U.S. military interventions in the twentieth century, showing it to be one of the central ways in which the United States attempts to reconcile the potential contradictions involved in being a liberal great power. Examining interventions from the Spanish-American War through recent actions in Bosnia, Mark Peceny shows how the United States has encouraged the institution of free elections and other liberal reforms—often at the point of bayonets. Peceny applies statistical analysis to ninety-three cases of intervention and presents six case studies: Cuba and the Philippines after the Spanish-American War, Vietnam during the Kennedy administration, El Salvador during Reagan's first term, and Clinton's interventions in Haiti and Bosnia. By forging a synthesis of realist and domestic liberal approaches, Peceny illuminates the roles that both security concerns and liberal values play in the formulation and implementation of foreign policy. He shows how presidents often initially choose proliberalization policies to serve U.S. security interests and how Congress exerts pressure when presidents fail to take the initiative. Under these circumstances, he shows, presidents use the promotion of democracy to build domestic political consensus and to legitimize interventions. Although the United States has failed to promote democracy in most interventions, Peceny demonstrates that it has often had a profound and positive impact on the democratization of target states. His study offers new insight into the relationship between American power, the promotion of democracy, and prospects for the liberal peace in the decades to come.
