This book looks at the development of thinking about security in Brazil between 1930 and 2010. In order to do so, it develops a new framework for thinking about intellectual history in Brazil and applies it to the development of knowledge on security in that country. Building on the Gramscian literature on ‘late modernization’ and ‘conservative revolution’ and drawing on the idea of ‘Emotional Theory of Action’ proposed by Brazilian sociologist Jessé Souza, this book sets out to establish an innovative framework with which to analyse the development of ‘thinking about security’ in Brazil in three specific historic contexts. This theoretical framework is then used to argue that one specific discourse of Brazilian identity has been the main source of knowledge production in that country since the 1930s. In doing this, the book offers thought-provoking arguments about the role of intellectuals in Brazil and reassesses the exclusionary ideas embedded in the politics of identity and security. This book not only introduces a novel framework to analyse intellectual production outside the core, it also sheds light on how security has been historically thought of outside the core and will be of interest to students and scholars of International Relations, Critical Security Studies and Latin American Studies.

THE DIGITAL ENVIRONMENT HAS NO BOUNDARIES. A new business model, product or technological service emerges all the time. Along with the facilitation and solutions brought by technological development, new problems, conflicts and litigation in social and economic relations also arise. Laws of several countries are not often able to keep up with the digital dynamism. Furthermore, there is not a consensus in international trade organisations on the concept of digital services and electronic commerce. That is the scenario in which the European Union has constantly developed rules to regulate the digital environment, ensuring and combining legal security and standardisation of rules with the practical advantages of these new social and trade relations, stimulating innovation and economic growth. While the WTO and the OECD have not reached a consensus on this matter, the EU has been influencing rules around the world and adding chapters on electronic commerce to its deep integration trade agreements with third countries. The book analyses EU regulations regarding the online environment such as personal data protection, electronic commerce, electronic contract, electronic signature and identification, advertising, digital services, consumer rights, and taxation. It addresses several decisions made by the Court of Justice and national courts of the EU. The influence of the EU in Mercosur is demonstrated through the analysis of laws and jurisprudence of Mercosur countries.

This book offers a timely analysis, and a novel and nuanced argument about post-neoliberal models of regional governance in non-European contexts. It provides the first in-depth, empirically-driven analysis of current models of regional governance in Latin America that emerged out of the crisis of liberalism in the region. It contributes to comparative studies of the contemporary global political economy as it advances current literature on the topic by analysing distinctive, overlapping and conflicting trajectories of regionalism in Latin America. The book critically explores models of transformative regionalism and specific dimensions articulating those models beyond neoliberal consensus-building. As such it contests the overstated case of integration as converging towards global capitalism. It provides an analytical framework that not only examines the 'what, how, who and why' in the emergence of a specific form of regionalism but sets the ground for addressing two relevant questions that will push the study of regionalism further: What factors enable or constrain how transformative a given regionalism is (or can be) with respect to the powers and policies of states encompassed by it? and: What factors govern how resilient a given regionalism is likely to be under changing political and economic conditions?
