Einleitung: ‘Was die Amerikaner an China so beunruhigt, ist nicht sein Kommunismus, es ist sein Kapitalismus.’ Thomas Friedman (BBC 2011). Als Teil der sogenannten BRICS-Staaten haben sowohl Brasilien als auch China eine führende Rolle in der internationalen Wirtschafts- und Handelspolitik eingenommen, insbesondere vor dem aktuellen Hintergrund, dass die bilateralen Beziehungen nicht nur wirtschaftlich als auch politisch von beiden Seiten außergewöhnlich stark ausgebaut werden. China ist heute Brasiliens größter Handelspartner, zudem gewinnt die Partnerschaft nicht nur auf nationaler, sondern auch auf internationaler Bühne wachsend an Bedeutung, da beide wirtschaftlich gesehen zu den stärksten wachsenden Schwellenländern gehören (Spanakos 2010: 86). Bei den BRICS- Staaten handelt es sich um die vier aufstrebenden Wirtschaftsnationen Brasilien, Russland, Indien, China und seit 2010 auch Südafrika. Was sie miteinander verbindet, ist nicht zuletzt ein starker Anstieg des Bruttoinlandsprodukts, enorme Rohstoffvorkommen und ein rasanter jährlicher Aufschwung des Wirtschaftswachstums. So stellten sie im Jahre 2008 beispielsweise 42 % der Weltbevölkerung und machten 14,6 % des Bruttoinlandsproduktes und 12,8 % des globalen Handels aus. Aller Voraussicht nach werden sie sehr bald zu den weltweit führenden Industrienationen aufschließen. Die große Finanzkrise nach 2008 hat zudem dazu geführt, dass die globale politische und ökonomische Verschiebung der Kräfteverhältnisse sich noch weiter zugespitzt hat: mit den BRICS- Staaten entwickeln sich mehr und mehr neue kapitalistische Zentren. Vor allem die Länder Brasilien, Indien und China haben aufgrund spezifischer Bedingungen, wie beispielsweise die schärfere Banken- und Finanzregulierung, die weltweite Finanzkrise weit schneller überwunden als die Industrieländer und verzeichneten bereits ein Jahr später ein Rekordwachstum. Zudem wiesen beide Länder im Inland ein deutliches Wachstum des Binnenkonsums auf, was zusammenführend nach Schmalz für eine ‘graduelle Reorientierung auf endogene Entwicklungspotentiale und den Aufbau von sogenannten Mittelklassen bei starker Integration in den Weltmarkt’ spricht (Schmalz et al. 2011: 9). Die Verflechtung der beiden Länder geschieht in einem wichtigen globalen Moment, da die Welt multipolarer wird und eine neue multilaterale finanzielle und wirtschaftliche Architektur entsteht. Dennoch geht dieses Buch von der Annahme aus, dass diese Partnerschaft unter einem starken Ambivalenzverhältnis für Brasilien steht, da hinter dem Tauziehen der Länder auch die Rivalität der beiden Schwergewichte ihrer jeweiligen Kontinente steht. Sollte Brasilien es nicht schaffen, strukturelle Veränderungen der politischen Vorgaben in der eigenen Wirtschaft durchzuführen, wird dieses Land in Zukunft besipielsweise durch Marktverluste in Drittländern stark unter dem chinesischen Einfluss leiden.
