Verbände, Note: 2,0, Martin-Luther-Universität Halle-Wittenberg (Politikwissenschaft und Japanologie), Veranstaltung: Seminar Internationale Organisationen, Sprache: Deutsch, Abstract: 1945 endete der Zweite Weltkrieg, der wohl größte militärische Konflikt in der Geschichte der Menschheit, welcher Europa zerstörte und Millionen Kriegstote forderte. Die Westmächte kämpften in dieser Auseinandersetzung, gemeinsam mit der damaligen Sowjetunion, gegen Nazi-Deutschland. Nach dem Krieg, traten jedoch Konflikte zwischen den einstigen Verbündeten auf. Hintergrund waren die unterschiedlichen Ideologien, zwischen den Supermächten, USA und Sowjetunion. Beide Staaten verfolgten unterschiedliche politische Interessen und Ziele. Nachdem Hitler besiegt war und die Besatzungszeit Europa spaltete, trafen diese Gegensätze verstärkt aufeinander. Mit der Berlin-Blockade 1948 rückte in Westeuropa eine mögliche militärische Bedrohung, durch den von der Sowjetunion angeführten kommunistischen Ostblock ins Blickfeld. Vor allem in den westlichen Besatzungszonen wuchs die Sorge vor einer erneuten militärischen Konfrontation. Als Reaktion auf die neue Situation wurde am 04. April 1949 die "North Atlantic Treaty Organization" (kurz NATO) gegründet, ein Bündnis von zunächst 12 Staaten, mit dem Ziel, den Frieden in Europa zu sichern. Mit diesem Pakt wurde ein System "Kollektiver Verteidigung" geschaffen.

Obsolete, brain dead, a failure in Afghanistan - NATO has never had to deal with such massive criticism. The timing is anything but good: in the new world disorder, Russia and China are challenging the West, international terrorism is on the rise, while democracy is in retreat around the world. Even in member states of the transatlantic alliance, the seductive lure of authoritarianism is increasing. Nevertheless, there is no reason to fear that NATO's success story has come to an end. NATO is not some old-fashioned military alliance that crumbles when member states' interests diverge. Rather, it is a political alliance in which sovereign states further develop their national interests into an overarching alliance interest. Its democratic values, the obligation to reach a consensus as well as its design as a marketplace where diplomats, civil servants and soldiers constantly exchange information in formal and informal discussion formats help here. This is the unique strength of NATO, which should be used more in the future. In the last chapters of his book, the author addresses the people in NATO and in the ministries of the member states. Regardless of whether they belong to the top management or work in the engine room - they make the difference. Given the re-nationalization tendencies, their task is not easy. They need role models, freedom to think and act, and comprehensive education.

Sie ist vielmehr ein politisches Bündnis, in dem souveräne Staaten ihre nationalen Interessen zu einem übergreifenden Bündnisinteresse weiterentwickeln. Dabei hilft ihre demokratische Wertebasis mit der Pflicht zum Konsens sowie ihre Gestaltung als ein Marktplatz, auf dem Diplomaten, Beamte und Soldaten sich ständig in formellen und informellen Gesprächsformaten austauschen. Hier liegt die einmalige Stärke der NATO, die künftig stärker genutzt werden sollte. In den letzten Kapiteln seines Buches geht der Autor auf die Menschen in der NATO sowie in den Ministerien der Mitgliedstaaten ein. Unabhängig davon, ob sie zur Führungsspitze gehören oder im Maschinenraum arbeiten - sie machen den Unterschied. Angesichts von Re-Nationalisierungstendenzen ist ihre Aufgabe nicht leicht. Sie benötigen Vorbilder, Denk- und Handlungsfreiräume sowie eine umfassende Bildung.
