Soybean agricultural research activities in Brazil, have contributed to the welfare of the society by promoting the development of new production techniques and high yielding varieties, which facilitate increases in the production of human food. The problem lays on the allocation of scarce results, by the public sector, that is, whether they have been efficiently allocated or not. The purpose of the present study was to determine the rates of return of public investments, to soybean agricultural research, and also to determine the distribution os the social benefits, between producers and consumers. The analysis were made, under three different situations, i.e., autarky, small country and large country assumptions. The methodology adopted to obtain these objectives was the index-number approach, applied to two different situations. In the first situation, called here as supply-function approach, a supply function of soybeans was estimated as function, not only of conventional inputs, but of non-conventional ones as well, such as soybean research stock and soybean rural extension expenditure. In the second situation, called here as yield-function approach, an yield function of soybeans was estimated, similary to the soybean supply function previously described. The results revealed that Brazilian society has benefited sustantially from soybean agricultural research. The average internal rate of return obtained was equal to .46, and the marginal IRR varied from .40 to .49, under autarky. Under small country assumption, the average IRR varied from .54 to .57, and under large country assumption it varied from .48 to .49. The producers, in genral, obtained the largest share of the total benefits generated by the agricultural research activities. An interesting point was the fact that the additional exporting tax collected by the government as a result of additional soybean exports created by the research activities, were larger than all soybean research expenditures in a year comparison basis. This results suggests that, the soybean research program is self sustained in financial terms.

This book offers an in-depth analysis of the political economy of soybean production in Brazil, Argentina and Paraguay, by identifying the dominant private and public actors and control mechanisms that have given rise to a corporate-driven, vertically integrated system of regionalized agricultural production in the Southern Cone of South America. The current agricultural boom surrounding soybean production has been aided by aggressive new agro-technologies, including biotechnology, leading to massive organizational changes in the agricultural sector and a significant rise in the power of special interest groups and corporations. Despite having similar initial production conditions, the pattern of economic activity surrounding soybean production in Brazil, Argentina and Paraguay, continues to be largely determined by the needs of the multinational corporations involved, rather than national considerations of comparative advantage. The author uses these findings to argue that the new international model of agricultural production empowers chemical and trading multinational companies over national governments.
